"I've already eaten, thanks." Dmitry stated. His smile had faded, and his expression had become neutral once the US President had entered the room. While he had heard the stories of the US "Miracle" President, he never thought they were true. This man had a very uncanny resemblance to his namesake, and it was eerie to him. It was almost like the man himself had come back from the dead. "Nevertheless, if everyone else is ready, I would prefer if we get this summit underway.'

"Then please, do begin." Archibald replied. "After all, you were the individual who summoned us here."

Dmitry's smile returned at this mention and he clapped his hands together as he tried to recollect his thoughts. A few seconds later, he began. "I think it's obvious why I brought this meeting here. The Russian people are angry. They're angry at you, and you, and you." Dmitry pointed to the US, Chinese, and European delegates across the table. "They're angry because they believe the Russian government is doing nothing to stand up for them. Well, I'm here to prove them wrong. First on the table: the issue with the Solaris relays. About a year ago, Russia began suffering an immense heat wave that caused major fires and damage across Siberia and southwest of the Ural Mountains. The Russian people, already annoyed enough by the imperialistic antics of the United States and China, began drawing conclusions that this was the work of another country that was bullying Russia." Dmitry then took a drink of water as he explained, readying himself to have his Prime Minister show the evidence. "According to the rest of the Russian government, which made a statement without my permission, they had collected evidence that the European Solaris satellite network was responsible for this heatwave. While they also said that Europe is doing it in spite of Russia, I do not agree with that statement and digress. Do any of the European countries in the AEDP have anything to say about this?"

Archibald stood up and cleared his throat, since he wasn't a nation he didn't have a seat on the council, but was present as the individual ultimately responsible for the maintenance and protection of the Solaris Network.
"Ladies and gentlemen, esteemed members of the Security Council, both permanent and temporary. As Supreme Commander of The Anglo-European Defence Pact, one of my objectives is the protection of the aforementioned Solaris Network, as mentioned by President Molchanov, however that's not just from it being meddled with on the physical level. We are also tasked with protecting it on the ideological level. The AEDP was tasked with this since none of the nation states that are members of the AEDP are permitted to have control over the network, lest it become a political football, so to speak. I believe that objective extends to this meeting regarding it in this very room. I am very sure that the permanent members on the council, France and The United Kingdom, would prefer to peruse the evidence that President Molchanov's government have claimed they've collected to prove that this integral part of the infrastructure of the European continent is responsible for the environmental issues that have befallen Russia."

"And I would certainly provide the evidence," Dmitry stated with a mile. He then turned to Voronov and gestured out to the summit to provide the evidence.

Wang Xi Jintao, after he greeted the already on scene world leaders took his seat. After a while of communicating with his men who came along with him, he noticed that the USA President was present. "Typical American, even too late in there own country," he wispered to the Chinese men right of him who chuckled.
Wang nodded to him nevertheless. And witnessed how the Russian President opened this meeting. But his face turned in more like a question mark after hearing '...you...' towards the Chinese delegation. Quickly they wispering spoking towards each other and Wang's face came back to rest. 'Nothing to worry, he thought'
But for now he decided to remain calm. It was hard enough waiting for the accusations against Mighty China. Wang was convinced about his statements about that small incident. But first, he heared the European AEDP leader speaking. Wang also noticed that the European country leaders nodded in joy and in favour of Archibald. 'This can be fun,' he said once more to his fellow Chinese men to the right.

Dmitry waited for his Prime Minister to present the evidence, however, when he turned to him. He saw he was in a bitter silence. "Andrey?" Dmitry asked, trying to gain the Prime Minister's attention as he held the files in place. "I'm just going to...take...this..." Dmitry hesitantly said as he took the briefcase from the Prime Minister and opened it. In it, a set of documents pertained to Solaris were in place, and a flash drive holding the computerized chart was present as well. Dmitry then took out both the documents and the chart and set up the presentation. "Now...if my Prime Minister were to show this, he'd have a better time explaining than I would, so let's get this underway. So, the images I am about to show you are a comparison between a similar heatwave and range of wildfires back in 2010 that roared through the Russian countryside and the current heatwave and wildfires present now." Dmitry then showed two images. One was of a heatwave that had roared through Russia back in 2010, nicknamed the "Russian Inferno," and the other of the present heatwave in comparison. (OOC: Just pretend that there's another chart that shows that Siberia is also of a higher temp, and the darker areas are larger. I don't have the time nor patience of making a full edit to make another image. > ) Dmitry then showed an image of charts detailing each respective heat wave's top temperatures. "As you can see, the majority of Siberia is suffering from extraordinary wildfires, and while similar to the Inferno back in 2010, the amount of fires and destroyed property is much higher. We have also been observing Solaris orbit patterns to see if there has been any correlation, and according to the patterns of Solaris' relays above Russian soil and this heatwave, it's safe to assume that...well...your satellites are the cause, or main cause of the damage."

Archibald looked at the charts, hand rubbing his chin thoughtfully. "I see, Mr. President. You have my sympathies, naturally, for the natural disaster that's befallen your nation. It is definitely unheard of to think that Siberia would be subjected to such an uncharacteristic spell from the weather. However, I am left unconvinced, sir." He began politely while approaching Dmitry and the charts. Upon reaching the Russian leader, he took a moment to look into the Presidents eyes inquisitively before turning to the chart. "Admittedly, you can see the comparison here. The first chart from 2010 is, as you say, a naturally occurring heatwave, but you suggest that Solaris is the cause of this one occurring now. The reason I am unconvinced is because if you look at the 2010 chart, the vast majority of the Siberian region is unscathed. Then, we look at the latest meteorological charts and yes, there is most definitely an increase in temperature." He began. "But there is also an increase in the areas affected in 2010 as well, which you've omitted from your presentation. So, it's perfectly reasonable to suggest that instead of Solaris being capable of causing a countrywide heatwave, it is in fact a naturally occurring one caused by the ever present spectre of global warming. The effects of the weather are constantly being affected by it, causing wildfires in America, floods in The UK and other parts of Europe, droughts as well." Archibald then took a step back from the board before turning round to face the security council. "I'm no scientist, I am only qualified at GCSE level in regards to Chemistry, Physics and Biology like any other British citizen, but even I can see that since the increase in temperature is uniform across the board, then it's clear that there's an issue with the claim that Solaris is the cause. Why do I say that? Simple, the satellite currently in space above Russia is in a geostationary orbit. As such, it will remain above the exact same spot over Russia, never deviating from that spot, which means that if it was the cause of your troubles, Mr. President." The Field Marshal turned towards Dmitry. "Would you not be here because Siberia is being turned into a lifeless desert? Devoid of life and the ability to sustain it?"

While the other Russian delegates were murmuring among themselves about the outrageous claim, Andrey included, Dmitry sat calmly, collectedly, taking in the information that had been given to him by the European Supreme Commander. He not only started trying to think of a response, but he kept his eyes on Archibald with a cold stare that one could only assume meant that he was displeased with the outcome. "Well 'Archie,'" Dmitry stated in a casual, if not slightly teasing manner, "I'm sorry to say that the Russian people won't allow for this. You seem like an honest, reasonable man who loves his country just as I love mine. Is there no agreement we can come to?"

"I may love my country, but Europe's interests must come first, sir." Archibald replied icily. "While you can wholeheartedly support Russia's interests. Until you show definitively that the satellite you reference is the cause of this issue, it will remain in space in its current orbit. Under the terms of the Outer Space Treaty 1967, you are prohibited from attempting to meddle with the relay and any other space-faring object that is not yours. Naturally, once you've proved that the satellite is the cause of your troubles beyond any doubt you'll be compensated, but until then no action will be taken by The AEDP."

"Oh?" One of the Russian delegates stood up, face clearly swollen with fury and cherry-red in sheer malice towards the European commander. His comrades all looked to him with a worrisome expression on their faces, with Andrey and Dmitry already prepared for a well-deserved face-palm maneuver. "And I suppose you also ignore the Outer Space Treaty prohibiting weapons and in orbit as well?! You seem to forget that you're violating the law set by our countries years ago! We're merely ensuring that it's not only followed, but stops any damage done to our infrastructure! Отвали , ты Европейский дерьмо!!!" Anyone who knew the Russian language would know what it meant. While Andrey placed his hand to his face in shame at the other delegates words, Dmitry sat back, chuckling at the statement before making a motion with his finger. One of the guards present with the Russian delegation grabbed the delegate and promptly walked him out of the room. Dmitry then took a deep breath and looked up with a look of sheer amusement on his face. "Umm...well then...that was a bit of a...show of words." Dmitry then regained his composure, clearing his throat as he did. "Unfortunately though, we're not here to witness a show...I feel regretful that I can't convince you with what my government has provided me with, and while I would like to properly convince you Archie, I'm afraid that you'd rebut every sliver of evidence that I would be able to present. I may have to act with the will of my people on this and tell you this: don't say we didn't warn you," Dmitry's expression turned grave at the final statement between him and the European Supreme Commander, and he stared at him coldly from across the table before returning to his usual, jovial self. "Now, while I may be inclined to give up this issue though, let's see what everyone else has to say about this whole mess with Solaris," he said. He then put a finger to his chin and looked around the table to see who he would pick first. "Mr. Kennedy, you've been awfully quiet today. Care to give us your take?" Dmitry then placed his elbows on the table and placed the underside of his head into his palms in an almost lazy manner as Andrey wrote down the information needed on the first issue.

"Indeed, it would be wise to allow everyone the opportunity to provide their thoughts, otherwise we could have had this discussion over Skype and save everyone the trip to this location." Archibald remarked. "As for your irate companion, President Molchanov, I would be delighted to see if the proof he'll provide, if any, regarding that statement is as compelling and irrefutable as what your Prime Minister, who you exert so much control over, has given us."

Dmitry became confused when he saw a smile appear on the president's face.
"What's so funny, if there's anything entertaining about our current situation, please do share it with us." He asked the president.
"Oh, I just find it interesting on how content you all are on keeping up with this senseless prattle. So, Mr. president" He stood up with both hands behind his back, and slowly walked over to Dmitry.
"Choose." He said. Dmitry looked even more puzzled than he was before, and felt slightly annoyed.
"Choose? Choose what!?"
"In one hand I have a paperclip, in the other I have an eraser, now Mr. president, you will choose a hand, if you get the eraser I will join the AEDP, if you get the paperclip I will join your side. But, keep this in mind, if you do choose, I will be declaring war that very moment. On who you may ask, well that's entirely dependent on how lucky you are Mr. president."

Dmitry was flabbergasted, but impressed. President Kennedy was most certainly no joker when it came to diplomacy, and it reminded him of his research on a prior American President: Theodore Roosevelt, he believed his name was. However, Dmitry was in no mood for putting such an important decision on a trivial game. "I applaud you for your determination on neutrality, Mr. President, but I would never put the fate of my country, let alone your rag-tag union, on a gambit such as a pick-and-choose game." Dmitry then took a sip of water from his side of the table. "How about we change it up. Instead of deciding who you will immediately go to war with, you merely will ally them in their next conflict, because honestly, I would think you better than to declare war right after a summit on preventing war from occurring." Dmitry continued to lazily keep his chin in his palms and was now swaying his feet back and forth beneath the table.

"I would think that President Kennedy's offer is most quaint." Archie remarked to Dmitry. "Plus, it's hardly a stretch of the imagination to suggest that you will initiate the next conflict. I may not be the best at memory, but I recall something along the lines of: 'I may have to act with the will of my people on this and tell you this: don't say we didn't warn you', I may not be American, but I'm sure President Kennedy will agree with me when I say... And pardon the stereotype... 'Them's fightin' words, boy'."
Archie chuckled at the mangled mixture of high-class British with Wild West Cowboy.
"Still, I'm surprised that you would show no backbone and start a war instead of telling your fellow Russians that their complaints are unfounded."
