The Premier took a deep breath. If implemented correctly, this document will change the course of history, for better or for worse. He decided in the end, that it was a step in the right direction, that will in the end, benefit China as well.
"Very well. I will board the next plane to Moscow to sign it personally. With this, the People's Republic of China shall be the last great power to sign onto such an agreement. With the signatures of all the great powers, I hope this will be put into effect as efficiently and flawlessly as possible, lest we face the dire consequences. Goodbye."

Dmitry smiled in reply before Premier Wu turned off his end of the line, then turned to the Bangalore Pact, which seemed to be discussing on the treaty and if they should or should not sign it. "Well? We're all waiting." India's President, Pranab Mukherjee, stood up before turning to look around. "Are you insane? When I was called to come to Moscow for a nuclear security summit, I did not expect you to launch all of our ICBMs and force us to follow your whims! Mamnoon was right; you ARE a man-child, and this entire debacle proves it!" Dmitry's eye twitched at having been called a man-child, once again, but this time, it was by a close ally to Russia and the CSTO. "This discussion is over! The Bangalore Pact will NOT sign this agreement, nor will it partake in this betrayal that you call a 'negotiation!'" Immediately, Mamnoon stood up and butted in. "Pranab, I don't think that you see the scope of this. Granted, the Russian President is a man-child," there was the insult again, making Dmitry's eye twitch once more and irritating him, "but if we do not sign, what will be the point of our hard work? The Bangalore Pact will surely be broken due to economic and and social isolation, if not by war." Pranab turned to Mamnoon and almost growled in reply, "An ally of ours just forced us to do his bidding, and you expect us to follow him in his childish pipe dream? India will not!" "Neither will Nepal!" Bidhya Bhandari, the Nepalian President spoke up. She looked to Dmitry and spit in his direction before walking out with Pranab. The Presidents of Bangledesh and Butan got up and left promptly without a word. However, Mamnoon stayed behind, turning to see the summit. "Dmitry, you are a man-child, even if your heart is in the right place, but I cannot sign this treaty without the rest of the Pact's permission. I would be cast out and left to fend for myself." He then promptly turned around and went to leave. Although Dmitry was irritated with the insult, he cleared his throat. "If you need security, the CSTO is always accepting new members. Perhaps you will reconsider my offer?" Mamnoon stopped for a few seconds before leaving, closing the door behind him. Dmitry then turned to President Freephoinex, President . "Well Steven? Will the North American Union sign this treaty as well, or will it back out just like in Vietnam?" Dmitry didn't care much for the North American Union and its struggles, nor did he care much for its leader, but he did care if the NAU decided to sign this treaty or not. Steven Freephoenix Please make your response in the next week, or it will be assumed that the NAU and its clients did not sign it, and are now officially enemies of the world.

Jürgen sipped at some tension tamer tea that he got as in import from the United States to help calm his mind as he listened. He had seen that Russia had signed the document, as did South America and the United Kingdom. He turned to see that near everyone in the Bangalore Pact utterly refused, even Mamnoon Hussein. The leaders of Bangladesh, Butan, India, and Nepal all walked out. However, Steven Freephoenix seemed to hesitate. He sighed for a moment. "So....I've come all this way to Moscow from Brussels do deal with a treaty. Russia says 'limit of 500 thermonuclear warheads at the weight limit of 1 kiloton, in an attempt to keep them tactical. The United Kingdom suggests banning all space-based super-weapons, which means the Partical Uplink Cannon, the Rods from God, and the Solaris Relay would need to be dismantled and forever be banned." He pursed his lips as he soon began to chew on a toothpick whilst scanning the room upon each person. "I came here thinking it would be a good idea to resist this. It seems to me now that it would be a very unwise idea. I don't like the idea of this treaty to be sure...but...it would be unwise to be at war with everyone else. I will sign this treaty...If it means the GLA get wiped out." He took the pen, took out the toothpick and signed with a heavy hand.

Dmitry nodded at his European comrade before turning to Steven, who had not signed the treaty. As minutes ticked by, Dmitry could only watch as the other members of the meeting waited, bored out of their minds. However, Steven Freephoinex, the President of one of the most powerful nations on the planet, got up and proceeded to leave the room, without even so much as a glance to everyone else. Dmitry wasn't shocked; the United States and the rest of the NAU couldn't live without their long-range cruise missiles or their limited nuclear arsenal. They were done, finished, couldn't compete. "Steven," Dmitry stated, causing him to stop. "I'm giving you one more chance. Sign the treaty, or suffer by the hands of the rest of the signatories." He then waited for the response. ( Steven Freephoenix : Last chance to make your response. This summit's gone on long enough, and I would like to make the news report for Russia on the formation of the treaty and explaining the missiles in the sky)

Dmitry waited for a response from Steven. However, deep down, he knew that he wouldn't sign it. To the US, it was just too far-fetched of an idea. He watched with disappointment as his American conterpart left the room without a word, without a signature. Dmitry then turned to everyone else and sighed. "And there, gentlemen, are the chances to prove your commitment to this treaty...You can follow the treaty's doctrines against the countries that decided not to sign." He then smiled and regained his happy smile once more. "Now, there is the matter of explaining the whole situation off to the public. My Prime Minister came up with a solution for that. Mr. Putin?" (OOC: I warned you Steven Freephoenix. You didn't listen, and decided to procrastinate.)

"Yes, my suggestion is that we all remain quiet about this and if any of us are asked to comment about anyone else, we direct them to query the government who launched." Putin began. "As for those who launched and are asked about why it happened. It would be best to keep to the statement that it was a mass launch of test missiles, symbolic of the step towards a brighter and safer future by having the ever present threat of nuclear destruction raining down from the sky... Being stopped in its tracks." Putin rubbed his forehead and chuckled at the positively woolly thinking and rhetoric he was spewing. "It is apparent that people will most certainly panic in the face of this, there will most certainly be a time of uncertainty among the general population across the globe, however... If we all stand together and reassure our respective nations people of their safety, then it will eventually calm down, given time. Another matter that can be used to assist in quelling the uproar is the argument that Russia was the first to launch and launched against everyone. Yet, did China respond with a strike? Did the United Kingdom? No, neither batted an eyelid, so to speak, and that is something we can use to argue that they were unable to participate in the symbolic gesture that The USA, ECA and other nations across the globe participated in, and therefore did not retaliate due to knowing that this was a gesture, not an attack."

Dmitry smiled and clapped his hands together. "Then we now know what we are doing. If there isn't anything else to ask or add, then we can conclude this summit and get on with our lives." (OOC: 24 hours to respond or ask questions about the treaty.)

As soon as everyone left, Dmitry picked up his personal affects and prepared to leave, turning to the nuclear briefcase one last time before shutting the door on the room. Those who would clean the room would be there soon, and he had left a note on the briefcase stating to put in storage. A world without nuclear oppression, a world in peace. (OOC: The Warzone Please lock this entire thread. It's now over and done with. Those who were involved need to make faction announcements if they haven't already.)
