(For all members: This is a SAP, RF and PRC thread only. The outcome will be publicly announced after the summit) August 28, 2045 1000 Hours Brasilia, Brazil Presidential Palace SAPMendoza was tired. Being called on various matters, 1 specific message frightened him. The mobilization of Russian Forces near the Chinese-Russian Border. Mendoza knew he should make haste with the summit he planned for trying to solve the Russian/Chinese problems. He has noticed both answers from the respective leaders. They both see at least the benefit for trying to settle down and discuss whatever concerns them. Second, Mendoza thought, he needed to see President Molchanov privet for some SAP-RF related businesses. But the South American Pact Leader buried his face in his hands. It was just a little time before the summit started. He had ordered the best accommodations for both the Russians as well as the Chinese, trying to make them feel comfortable and welcome in Brazil. One of his assistance knocked on the door. “Enter,” Mendoza said. “Sir, the Summit is about to begin. You are expected to welcome our guests!” the man said. “Excellent, I will be right there.” Mendoza stood up and walked towards the large window. In his hand a glass of water, which he sipped some. He witnessed the decorations and guards who stood ready to welcome the leaders in Brasilia, capital of Brazil. He sighed, put the glass on the table near him, straightened his suite and walked out of the room, towards the meeting-room. He took his seat and ordered that the staff could prepare drinks and other welcome gestures. Now, the leaders could come at any minute… ( Dmitry Molchanov and Wang Xi Jintao you both are needed here.)

Dmitry entered the building after arriving from the airport. Exhausted as it was, and ready to give up on endeavors involving any effort for the moment, he didn't want to be here to talk with a communist. However, he felt that he was obligated to do so, to clear up the misunderstanding and soon end one problem. He entered the room where the summit would be taking place alone, as he would rather have only his input towards the Chinese brought up, rather than the entirety of the Russian government. "Good morning, Mr. Chavez," Dmitry greeted his South American compatriot as he took his seat, folders in his hands.

“Good morning President Molchanov, I hope your flied was pleasend. I just took knowledge that the Chinese could arrive at any moment. If you got some concerns at this moment, please do not hesitate and speak to me my friend,” Mendoza greeted Dmitry while shaking his hands.
“Please, take a seat and whatever you want to drink or eat or… just ask the staff.”

"First and foremost, my biggest concern is with the communist himself. I don't tolerate lies or dancing around the issues. I want facts, plain and simple, from all of us. If clarification is needed, feel free to ask. I don't trust the Chinese as far as I can throw nuclear arms at them in retaliation, but I will try to be civil and keep my opinions subjective, rather than let them completely influence my decisions."

Mendoza nodded understandable. “Yes, you have written something comparable like this in your reply. Yet I am convinced that a Russia, China and South America working together brings more good than bad. You know my own concerns and I am aware of other Russian concerns…” Mendoza sighed and took some water.
“I hope at least to achieve that Russia and China remain neutral by any means and respects of course. And I am also convinced that a decent negotiation will do more good, then bring bad, is it not?”

"Indeed. Let us hope that this meeting bears some sweet-tasting fruits, rather than bitter resentment and bile." Dmitry then took his seat and pulled out his phone to keep from getting bored while they waited for their final guest.

Premier Jintao smiled after stepping out of the limousine in front of the office building. His presence was requested and granted in order to meet the Russian Leader once more. Jintao greeted the guards while making sure his briefcase is in his hands. Soon he stepped in the room. Wang witnessed the presence of both leaders, President Cardinal and President Molchanov. “Ni Hao, honourable leaders.” And he bowed to show his respect. Taking a seat on the same table. “It was brought to my humble attention that this summit was called in by the honourable President Cardinal, to solve Russo-China affairs.” Wang stated. “China honours this request and in my humble opinion, I have a warm feeling with this. President Molchanov, it is in my great honour to state that China has launched an international wide investigation to test it’s governmental and Intel officers after the debacle with Mr Huang Feng. Perhaps this was the trigger for the aftermath of the UN.” Wang bowed once more deeply and takes his seat completely now. Patiently he awaits whomever would reply first

As the Premier entered the room, the Russian President looked up from his phone with a small frown before greeting him. "Nice to see you to," he said sarcastically, "Before we start, Premier, I will state that I may have acted childishly at the UN, but do not think that this changes the current movements of the Russian Armed Forces to prepare for a conflict between our nations. Until issues between us are solved, we are in a state of perpetual cold war."

Mendoza nodded and opened his mouth to give Dmitry a reply, yet with the Chinese leader in the room, he decided to postphone it. He nodded understandable to Dmitry as in that Mendoza desired to speak with him later, after this meeting. “Good morning, Ni Hao,” Mendoza greeted the Chinese leader. “Please, take a seat and let’s get this meeting started. As President Molchanov just opened it, I wish to inform both of you that the South American Pact hopes to achieve at least some kind of a deal, an understanding between the nations of China and Russia. Premier Jintao, please, explain your word of choice at the UN. I think that would be a decent start, as I am sure that multiple leaders across the globe would find it a weird situation.” Mendoza nodded.

Wang looked from Molchanov to Cardinal. “President Molchanov, your statement about a cold war between Russia and China comes from your wise lips, not mine. It is not in China wishes to start a cold war. We believe that it is something more for other honourable nations” “To explain: Mr Hueng Feng puts China in a sticky situation. I, as it humble leader, cannot tolerate this and ordered therefore a state-wide investigation. Mr Feng has brought shame upon us, and it was my decision at least to save China’s face in front of the honourable world leaders…” Wang beholds his poker face, yet made an explanation what he hated to do: admitting China’s fault. He took a deep breath. “President Molchanov, it was you who brought up Kurmuk. It was my officer who is the reason for the mistake. I was in a situation where I had few choices. I choose for a bluff, but it went a little off-track.” Wang took another deep breath. “I honourable appreciate your excusing about your reaction, but allow me to do the same. It was not in my desire nor wishes that the UN meeting went this way. If I offended you, then I will apologize.” Wang took a bow out of respect. “But by all means, I think we should try to solve it anyways. To redo that specific chapter.”

Dmitry sighed and looked to Wang with a look of disapointment. "I understand that wrong information was given to you. I can relate. When I came into office, not a lot of people gave me the right information straight off the bat, and many had to be fired, replaced, or threatened with their replacement to be put into line. What I don't understand, and found very offensive to not only me, but the Motherland as a whole, was your accusations on my country still selling arms to the Global Liberation Army, when it's painfully clear that they can get old Soviet-era technologies and vehicles elsewhere besides us, usually from the states in Africa that they've conquered. I wouldn't put it past petty, corrupt government officials or businessmen in your offices, let alone in the United States or Europe, to sell Cold War-era weapons to the GLA." Dmitry then gestured for a glass of water as he spoke. "You told me why Kurmuk was attacked was because of prior Russian-GLA relationships, even though we made it clear that, in the past decade, the GLA are our clear enemy, and we desire to keep their hands out of our pockets; yes, we did sell weapons to them in the Global War on Terror, but Russia, at the time, was run by a corrupt oligarchy that felt that what it was doing was spiting the West, rather than endangering the entirety of global security. What I want to know is why I and my country were accused of working with the GLA, when it's been clear that we have been fixing and atoning for our previous mistakes."

“Your explanation is suitable for mine aswell. I ordered a research on several issues what was brought up with the honourable UN summit. I believe in my humble opinion, that it was based on former leaders and commanders whom statements were recorded or written on paper.” Wang explained. “It is very reasonable that I follow those statements. Although, I repeat, an international investigation is happening towards several governmental and commanders offices to check out what is written as legit, and what not.” “Also, these statements are dated, as is the former honourable Russian Leaders, and the Chinese leaders. As for your humble statement about the arms trades, I admit that the last years, it is more or less mafia and underground organisations who are doing this. I never stated that you or any of your honourable colleges are guilty towards this.” Wang grabbed his glass. “Kurmuk is a tricky one Honourable Russian Leader. With the first investigations and the explanation of Mr Huang Feng himself, there is 1 fact what is until now undeniable. Former Chinese commanders steamroled their honourable soldiers after the retreating GLA. After they discovered this Russian facility, and with the history/facts in their brave minds, they decided to, together with the United States, to overthrow the Russian soldiers…” Wang took his water at last and drank some. “But there we are on the point where I was false informed. Kurmuk facility remains, and isn’t destroyed.” Wang puts back his nearly empty glass. “Your explanation about 1 decade, my honourable leader, wasn’t enough to convince me with the information which I was presented. I only can humbly ask for your understanding for this.”

"Trust is something to be earned, Premier, and while understandable, I do not believe that there was need to make a bluff of such magnitude as to essentially declare war on a foreign power. It's not only reckless, but also quite dangerous to do in sense a tense political atmosphere nowadays." Dmitry then took a sip of water from his glass, sating his thirst for the moment as he explained Russia's situation. "Your bluff, even when explained, caused me to put my country's military, and advise CSTO clients to put their own military formations, on high alert, and to prepare for the worst. One wrong move, and instead of fighting Europe or America on a tactical level, there would most likely be a nuclear exchange. I do not make threats here, but I do say that threatening to 'empty' a facility by military force is not the way to make friends. Therefore, I would find it prudent that we set up a non-aggression pact between our countries, to keep war from breaking out in such a tense atmosphere."

Mendoza nodded. “Perhaps the proposal from President Molchanov is a great start. It was one of my own suggestions to at least make some kind of an agreement here. But Dmitry beat me with suggesting it. If it is needed, or desired, the SAP can be a neutral observer that this treaty is: 1. Being put in use, and 2. Not being broken by any of the parties.” Mendoza grabbed a piece of paper with his suggestions written out. “By a long term, if the trust is regained, perhaps even an alliance could occur. But for now, I believe that the suspicious feelings taken away has more priority. I got a view points of where I could deploy small numbers, to overview this situation and treaty.” “Are there any wishes, desires or limits which you request, then now is the time to state them. It can be important for this treaty as to test somebodies word, and honesty.” Mendoza grabbed a pen and prepared to take notes

"I have a condition, that if any conflict is to arise between Russia and Europe, then China is not to intervene at all, or Russia will consider it an act of war and deploy accordingly. This pact is also to state that diplomats are viable to search and seizure of property, but not to arrest."
