What is your word worth for the People of China?” Wang questioned. “Don’t feel like I am offensive to you President, but by all means, I humbly am trying to be reasonable here, not to make a fool off.” Wang placed both hands on the table, next to each other. “They are your choice of words President Molchanov… war, nuclear warfare exchange, trust, and your requests to put in the treaty are not quite fair aren’t they? Let me be clear, I am not your enemy…” “You may dislike my choice of words earlier at the respective honourable UN summit. But now, by all means, please see further and greater as such small issues. These kinds of details can make a great man into a forgotten person over due time.” “Perhaps you should check up with the Russian Intelligence. China isn’t mobilizing it’s forces. Definitely not for or against the honourable Federation. I would suggest, or humbly guess, that you made that call a little too soon to mobilize against an enemy who isn’t your enemy.” Wang explained. “I am here for a decent conversation, not to temper our influence on just merely humbly feelings of ours.” “It was you who couldn’t control his temper against me at the Summit. Wasn’t it you who were nearly physically assaulting a fellow leader?” Wang sighed. “I hope you understand now.”

Dmitry was appalled. Now Jintao was now saying that Dmitry had essentially called him an enemy. He felt he wanted to throttle this man, but kept his composure. "Premier Jintao. I didn't mobilize because I called you an enemy. I mobilized the Russian Armed Forces because you made a threat, even if a lie. This is unacceptable behavior, even by my standards of behavior from politicians. Now, I understand if you misunderstood, but I never said you were my enemy. I said that you had made a bluff to show military force, and that you were on thin ice. And while I understand that trust is a two-way street, I am willing to put aside my disdain and trust you on your word that you aren't my enemy, nor will start war with Russia." Dmitry then took a sip of water and slammed the glass down on the table. Not hard enough to shatter it, but enough to where some of the water fell out of the glass and onto the table. "I may have a temper, but I am usually quite nice if you cooperate. What you are doing is dancing around the issues and putting words into my mouth. I have proved my capacity for trust by saying, with all of my being, that I can trust your word that you are not my enemy. But can you put your trust in me, and my government, that we are not making deals with terrorists?" Dmitry then huffed, somewhat irritated now, and clearly showing it. "I give respect to those who earn it. You are a good man, Premier, but accusations and bluffs get you nowhere. Tell me, what would your conditions be in regards to a non-aggression pact?"

“You are nice if we coorporate?” Wang repeated this. “Dancing around issues and putting words in your mouth? Perhaps you got this part not correct. I humbly want to point that I am a very bad dancer. I bluffed, my honourable Russian leader, because I was felt as I should. Didn’t you and your party bluffed against the Europeans and their solar machines?” Wang referred towards several not well founded arguments in that earlier discussion at the UN’s. “But by all means, your thoughts about exchanging nuclear capacities isn’t peace-talk either my honourable brave leader.” Wang said with respect. “But fair enough. We might both want to be careful with our words, I can humbly accept that.” Wang took also some water. “President Molchanov, I shall believe you, with your declaration that you, nor your government does weapon dealings with the terrorist organization, known as the GLA.” Wang nodded. “To your question about the non-aggression pact: I am humbly question your request to diplomats to search and seizure. I am not sure what you are hoping with this, nor what your idea of this is.” Wang admitted.

"No, we never bluffed against Europe. We presented information, like you did, that we believed to be the right information. Archibald disproved it, and we dropped the issue. We said that we may have to shoot down Solaris, but I have not been given a reason to declare war over a satellite. As for my talks of nuclear capacities, I'm saying that Chinese involvement against Russia or otherwise could result in a nuclear exchange. I'm not threatening with nukes. I'm saying that both our countries possess the capability to end humanity, and that we need to tread carefully. As for the diplomatic 'search and seizure,' it's to ensure that your diplomat will be of no danger to ours, and ours the same to you."

"Well, I said that if there is something your country finds suspicious about what a diplomat is bringing into your country, you can issue a search and seizure of anything you find suspicious. Documents would remain untouched, or at least undisclosed by personnel that see sensitive information. As for my 'making of demands,' I'm not demanding here. I am asking, even if it may sound demanding."

“Gentlemen, perhaps a different idea, but isn’t it easier just to forget what happened at the UN Summit? I feel there is some tense thoughts about each other chosen words and methods of expressing them.” Mendoza tried to solve this summit. “It’s not like that you are enemies of each other. The both of you declared that. Thus, only some words are taken in doubt and are keeping us busy. As far as I can judge it, we only got this Kurmuk debacle on the table. I am aware that Premier Jintao has his concerns about the location as close to be at the GLA controlled territories is it not? Perhaps President Molchanov could explain what this facilities current purpose is and whether if there is nuclear material?” Mendoza asked on his term, fearing that the GLA might consider stealing it to build a dirty bomb.

"Of course we're not enemies, but I will not take accusations or military threats, even if bluffs, sitting down. That said, the Kurmuk Research & Development Facility was and still is a proving ground for Russian technology far away from home. It was where the first official testing of what you call the "Tremor" AGAS was to take place, along with providing a military position to fight against the GLA. As for nuclear material being present at the base, none was present, and none will be present at the facility in the foreseeable future." Dmitry then smiled as he turned back to Jintao. "Well, we need to close up this meeting quickly, and make sure that we don't end up on the wrong end of our guns anytime soon. So, do you have suggestions, Premier?"

Russia may continue their experiments, but please, honourable President Molchanov, don’t ever put nuclear weapons or any massive destructive weapons, what could end bad in the wrong hands. The sneaky GLA already got plenty of toxins.” Wang said worrying. “If this is the case, I will inform local Chinese commanders that they continue allow Russia presence at the Facility. I humbly can understand that obviously your men are armed. But once again, I hope it is just small arms and ‘normal armoured units’ since who wants to see GLA with heavier equipment?” “But I deny your request for a promise not interfering with Europe or Russia.” Wang slowly said. “We have many interests in both factions. But not in terms of war, don’t worry my honourable co-leader. China just doesn’t want to be on a leech. China cannot accept such requests. I counter propose this: Stop the aggressive manoeuvres near the Chinese/GAPA borders. As a token of gratitude, China neither will hold these manoeuvres. But if Russia continues, I am forced to follow up. My humble citizens cannot be afraid by this behaviour. And spoken for myself, I rather see Chinese forces elsewhere…. Dmitry, for the first time since this meeting began, smiled with the utmost sincerity to the Chinese leader, rather than possess a look of disgust or a sarcastic smile. "That will be fine. All things considered, Russian military forces are stationed nearby and inside the base, so even if GLA forces attempt to take it, there will be reinforcement to defend. As for stopping military exercises along the border, I agree to this. Your terms are reasonable, and I would be proud to shake your hand as a final show of my trust." Dmitry then stood up and held his hand to the Chinese leader, with a sincere smile. "I can forget the summit, but remember. I am not someone that you want to insult or accuse. Nonetheless, I will trust your word, and keep you to it, just as I will keep to mine."

Voronov, sitting silent until now, stood up and put his hands at his sides. "Premier Jintao, we can assure you and the entire international community that Kurmuk does not have nuclear weapons. After all, we may be a nuclear-armed state but we prefer not to resort to those sorts of means, especially regarding their use in GLA, who often cowardly hide behind civilians, and use them as.." Voronov stopped and gained a look of disgust on his face, "..meat shields." "After all, none of the international community wants to see the GLA with high-powered nuclear weapons to hold the world at gunpoint. We won't let the situation resort to that level of comical, video-game-like 'life or death' scenario." Andrey recalled a mission from one of the games he played as a child, Red Alert, where Soviet nukes holding Europe at gunpoint had to be neutralized in a combined arms operation with spec-ops, the Air Force, and prototype weapons.

-Both leaders and governments of the People’s Republic of China and the Russian Federation will forget the chosen words at the last UN Summit. Both parties will accept the fact that several words are taken in the wrong context. -Both factions declared not to be each other’s enemy. Kurmuk Chapter:
-Russia declares that there is no Nuclear Materials and/or weapons in the past and in this very present, nor has it desires to change this in the short future. -Russia acknowledge Chinese concerns about WMD’s and other powerful (experimental) weapons, with the eye on the very close position of the GLA. -China will accept the current Russian Research Base/Facility and the outcome of the older ‘battle for Kurmuk-outcome’. -China declares that there are no plans to remove the Research Facility by any methods, nor will have them in the short future. Common Chapter:
-Russia will aboard their military manoeuvres at the Chinese border. -China will acknowledge this and neither will perform manoeuvres to the Russian border. -Diplomats will stay respected and immune, but requires proper paperwork to reveal as they are assigned official diplomats. -China declares to acknowledge that under the Administration of Molchanov, the Russian government is not trading arms with the GLA. However, both parties are aware that underground trading happens by the mafia or other dark networks worldwide, with roots in multiple different factions/countries. Neutral Observer:-The South American Pact offered to take the role of the Neutral Observer for any of the above statements. As there are any concerns if one of the parties makes themselves guilty of breaking any of these agreement and/or declarations , the SAP can be contacted to investigate. Both leaders, Molchanov and Jintao acknowledge this and will accept the South American Pact presence at the desired location. This will be seen as a diplomatic mission. (room for signatures)
Mendoza looked up from this paperwork. “Gentlemen, if we agree to this, then we can sign it and bring out the good news. Or did I forgot something?” He asked the represented politicians.

"You haven't forgotten anything," Dmitry stated as he read, "this pact should ensure that we remain friendly in these stressful times, and ensure that both parties are happy. I'm ready to sign." Dmitry then produced a pen from his pocket, his father's pen, and wrote down his signature as "D. Molchanov." He then turned to Premier Wang and waited for his statement on the draft.

Wang nodded and shook hands. "I must only add that a heavy Russian presence in terms of humble numbers at the site in Kurmuk could make local honourable Chinese commanders nervous. Please think about it, but I will promise I will give them the good word" said Wang while shaking hands.
He grabbed the beautiful pen from President Molchanov and signed the papers.
