The last to arrive were the American delegates. Kennedy greeted the other nations as he entered the room. Following behind him was a new face, a general no one had seen before. Kennedy gestured to the unfamiliar man, telling him to introduce himself. "Good afternoon gentlemen, my name is Timothy Brown, it is a pleasure to meet you all." He then proceeded to follow Kennedy to their seats.

"General Brown. It is nice to meet you," General Ourumov stated, walking up and extending his hand to the American general. "Army General Sergei Ourumov, Chief of General Staff and awarded the Marshal's Star this year. I hope you do understand that this topic needs to be discussed immediately, and the Russian Federation apologizes for any inconvenience on your part." He then turned to President Kennedy and gave a warm smile. "Especially for you, Gospodin Prezident."

"I am pleased to meet you General Ouromov" said General Brown shaking his hand. "I am the Lieutenant Colonel of the US army, I hope we can resolve this issue swiftly"

"Well, now that we are all comfortable, let's begin." Archibald remarked once the Americans had taken their seats.
"Ladies and gentlemen, this closed session was called so that the Russian Federation can disclose the plans that were alluded to in President Molchanov's address a little while ago. I trust that all present will refrain from discussing these plans outside of this room, regardless of whether you support them or not."
Once he'd finished the opening statement, he had a U.N employee summoned to order his refreshments.
"Two cups of tea, one's an Earl Grey, the other with milk and two sugars. We'd also like a plate of scones with clotted cream and jam, thank you very much." He requested. "Make sure to ask everyone else for what they desire, we may be in session for a while."

Archie retrieved a notepad and began to scribble down the list of refreshments to assist the U.N employee.
"A lemon tea and a green tea for the American delegation." He murmured to himself before looking at the Chinese, South American and Russian delegations in turn. "And what would the rest of you like?"

Sergei looked to Dmitry, who merely whispered his desired drink to the general, and turned to the employee. "Water for President Molchanov, some Stolnichnaya vodka for myself, and I don't know what exactly Prime Minister Voronov will want, but I will assume he brought his own blend of tea, as he normally does for these events."

It took a while when every Chinese representative has made their requests. Even longer to bring them. The ones who are still in thr back of the room didn't ordered any, what made a smile on the man who received the orders. He became a little tired...

As Sergei watched everyone finish their drinks, he cleared his throat, walking up to the central podium, carrying a manila folder with the word "Важный" printed upon it. "As you all may know already, or if you don't, President Molchanov announced a week ago, after the conflict in Pyongyang, Korea, that the Russian Federation would be declaring war on the GLA. This is mainly due to your conflict—" Sergei then looked to the Chinese delegation, not with disgust, but with an expression of neutrality plastered upon his face, "spanning into the Primorsky Krai of the Russian Federation. We had sent a close air support brigade to scout into the United Republic of Korea and see why the conflict was stretched so far, but when it was found that the conflict had been dealt with, we were not able to send assistance to deal with the rebellion." Sergei then took a sip of vodka from his glass to slake his throat, continuing on. "As we know, the President declared war on terrorism, and the GLA as an extension, soon after. However, he was not just adamant on defeating the terrorists. Rather, he wanted to make sure that their organization would never see the light of day. I was charged, as chief of general staff, with coming up with a plan to deal with the GLA insurgents at their source in Terra Nullius, which is, need I remind you, declared by the United Nations as an unsuitable area for a legitimate government to be set up." Sergei then opened the folder and took out documents detailing the basics of the operation, holding the document in hand. "The document I hold deals with several grave issues, particularly on civilian involvement in the Zone. The stratagem I had come up with was a set of two battle plans, known as the 'Afrikanskiy vyzhzhennoy Strategiya Zemli,' or African Scorched Earth Stratagem for those of you not fluent in Russian. The plan was simple: enact a mass scorched earth policy in the Zone to deal with the majority of GLA rebels through the use of bombing campaigns across the Zone's most important territories — the Congo, Angola, Zambia, and similar — and then sending in Russian troops to clean up the remainder of GLA forces, while turning Terra Nullius into an exlcusion zone for the time-being until the United Nations decides what to do with the region." Sergei then put the document back within the folder and ushered Dmitry up to the podium. "President Molchanov, as well as the majority of the Generals' Staff of the Russian Federation and Prime Minister Voronov, all have sworn and stated by emailed contract that they will take responsibility for what would be occurring in the Zone of GLA influence if this stratagem was to be enacted. I will now take questions on behalf of President Molchanov and the Russian Federation and pass around copies of their oaths to do so."
Dmitry only watched as the emails from him and Prime Minister Voronov were shown on-screen in front of the various delegates of the U.N. While the CSTO would most likely back him and his efforts to remove the GLA's influence from Africa, it was clear that others would have their own grievances with the idea of a scorched earth policy being enacted in GLA territory. However, remembering that it was Archibald that called for a disclosure of what was to happen, he took a deep breath and tried to keep any malicious thoughts on the man in the back of his mind.

"No need to get anything for me, I have my own.. 'cocktail' ready." Voronov retrieved a fairly large metal flask from his briefcase, and began sipping from the concoction of honey, tea, and fruits. He awaited the responses to Ourumov displaying his oath to the plan, and accepting it. He couldn't lie to himself, perhaps he made the wrong choice accepting it, but he would have to think some more on that topic.

"I think the most prominent question to ask is simply: how extensive and violent is this scorched earth policy?" Archibald interjected with tented fingers. "After all, President Molchanov stated in his address that the use of nuclear weapons against what is still an area that contains civilians, regardless of whether they support the unwanted elements that inhabit The Zone, is not out of the question. So, it's perfectly logical to enquire whether that was merely a mistake in the preparation of the address or will we see central Africa be turned into a radioactive wasteland?"

"While the use of nuclear weapons is on the table, I do not believe that President Molchanov would be so brash as to use them as a means of warfare unless it was absolutely necessary, Mr. Stanford. Furthermore, the policy, as said, will be a full bombing campaign across the entirety of the Zone, so even if nuclear weapons were denied use, we would still see civilian casualties up in the tens of millions if this policy was to be enacted. However, we also must remember that the Global Liberation Army is not above using them as a political and military shield to hide behind. In order to truly hurt the GLA, we may need to cut corners in the active rules of warfare set by the Geneva Conventions." Sergei then turned to Dmitry, whose fists were clenched and his eyes on Stanford. He then cleared his throat and turned to the delegations. "Any other questions?"

"Still me, GENERAL." Archibald stressed, trying to express in subtle terms that he didn't appreciate Sergei's inability to address him by rank. "Why do you believe that a scorched earth policy will succeed? History has shown that such policies, including those orchestrated by the United States in the Vietnam Conflict didn't cause a single disruption to guerrilla activity in the areas that they rendered completely barren, not just by explosives from B-52 bombers, but also the vast use of carcinogenic herbicides. Are you not essentially repeating a similar plan, but on a larger scale?"
