"Does that not suggest that it will be The ECA who will be the prime candidate for his detention?" He remarked. "After all, he is the one who caused Rome and The Vatican to be reduced to a radioactive cinder."

"However, if Mr. Adler does not wish to take Omar into custody, I already have the paperwork filed for incarceration at Pyatak Island here in Russia. If that fails, I can send him to Chyorny Delʹfin [Black Dolphin] Prison." He then looked to Jurgen and sraightened his tie.
"If you are willing to agree to have him transferred to Russian hands, as I doubt Jurgen wants the bastard in his territory anymore."

Jürgen listened to Mr. Williams, Molchanov, and Mr. Wilson before clearing his throat. "Whilst I understand why at least one of us believes that the ECA, and perhaps the United Kingdom would believe to have full custody, I'm afraid after the three personal attacks against me, I cannot allow him on European soil. Not due to fear mind you. Any sane person on European Soil would shoot him on sight, even a civilian or engineer.

"Though I am personally against it, Omar Al Ghazi can reside in QinCheng Maximum Security Prison, near Beijing. It is guarded extremely well with high tech cameras, tall watchtowers, over 5000 security personell, and it is on a plateau 3000m above sea level.
High ranking prisoners are usually accommodated well, however I can make an exception for the famed Omar Al Ghazi.
I am against this decision though, since the facility is very close to Beijing. If Omar is to reside near Beijing, it could threaten the safety of the nearby area, since I imagine his more fanatical followers would attempt to break him out. In the best case scenario, he should be put in an isolated prison. Or executed."

Dmitry listened to Wu's words and nodded in reply after he was finished.
"Mr. Wu, if I may, I have two particular prisons on the table, one of which I have the paperwork set up form." Dmitry then showed an image of the transfer information for Pyatak Prison to Xingmin via desk camera.
"Pyatak is an island prison with only two ways in: a pair of wooden bridges that must be walked across and a boat, which are monitored by snipers and squads of armed guards at all times. Prisoners are assigned two guards at a time, and a German Shepard kennel is kept on the prison grounds. The facility has around 193 prisoners, and would limit Omar's contact with the outside world with a lack of reading material, radio, or anything similar. However, considering that this prison would kill Omar within the year, I do have an alternative: Black Dolphin Maximum Security Prison. Instead of being located on a lake, this one is located on the Kazakhstan border and is surrounded by 900 armed guards. It houses Russia's most dangerous criminals, and has the facilities to accommodate Omar Al Ghazi's incarceration. With enough strings pulled, I can get him into indefinite solitary confinement."

"That would seem acceptable, although I advise you, use automated security. Doubtlessly whatever maniacs he has to try and break him out will use biological weapons. An automated gun turret, especially a small one indoors, would throw them off their game.
there's a few in particular in civillian markets....used to deal with pirates and such or by PMCs guarding facilities. Fairly simple off-the-shelf stuff. I'll grant them permission to sell to you directly for this purpose."

Dmitry watched as the Premier merely nodded and then shut off his end. He must have been busy to leave the meeting before it was even ajourned.
"Then it is settled. I will take Omar into custody and buy some automated defenses from your clients. This meeting is adjourned. Good day, gentlemen." Dmitry then shut off his screens and went back to work, this time filing paperwork in regards to Black Dolphin Penitentiary.

The orders and agreement papers were send to the UN Peace Palace in The Hague; The Netherlands. Also the Dutch commanders who are responsible for the entire security operations got noticed about this agreement. (OOC: This is the closing post.
