Out of curiosity, how does a sub-faction have private communications with other sub/main factions?

With the creation of The United Kingdom, I'm naturally locked out of The ECA's main command centre, but I'm also locked out of the inter-faction communication centre. How am I therefore meant to have private conversations between myself and other people like Premier Burov, President Freephoenix and even Jurgen Adler?

I'm probably missing the obvious, but some advice as to how I should go about opening communications channels with the other factions would be most appreciated.

Edit:
Another matter is that of faction announcements. Am I allowed to post announcements in the ECA faction announcement section or am I not allowed to do so?

The first part : You can use the PM feature, just tag me and the persons whom you want to talk with. PM's would be valid RP Wise.

Note : You cannot use PM's unless you tag me. If problems occur just PM me and I will set up the PM's for you.

The second way would be to give them the password of your sub faction (Through PM or Skype) and you may talk it over in a thread made in the section. Once the talks are over you can give me a new password and I will change it. Only those who know the password can access your board so you can freely allow anyone in the board.

The second part :-

If it's an allied sub-faction then your announcements will go in the Main Faction Announcements.

However if you go to Civil War then you won't be recognized by that Faction anymore so you will make your announcements in the new board that I created. Small Independent Factions can also post their Announcements here :-
