Personality: Brutally honest, sly, clever, and devoted to the Propaganda of Voronov, Viktor Burov is an up-front military man, who believes that communism is the way to victory. His devotion to Voronov's legacy, and the legacy of the old Soviet Union, has led him to believe that he is the new "Premier" of the Russian Federation, and that he should be in charge instead of Dmitry Molchanov. However, he believes that it is the way of peace to destroy the Russian Federation and its allies by restoring Soviet Union. His intentions, although good-natured, only show that he has not seen recent history.
His opinions on the world leaders are not what would be expected from the leader of a now-known terrorist organization. In fact, he holds many of them in high regards, including his rival, Dmitry Molchanov. He has made his position quite clear, saying that, "He is an interesting man to study. I have seen his tactics, and can call them 'rag-nose decent.'" His opinion on Omar Al-Ghazi is also unique, as he holds him in a mainly neutral regard, rather than an aggressive or disgusted one. He has spoken about Omar to his followers in the Collectivists, saying that, "While I do believe Omar's methods are extreme, I do not believe him a monster, let alone an ineffective leader. Any man can be a monster, but only one can be a leader. He leads his people effectively and feeds them, so long as they don't get in his way, and his tactics are admirable, as they are unorthodox and brutally effective. Any man that can get away with using the bomb on two cities and getting away alive earns my respect." Viktor's opinion on Premier Xingmin Wu, however, shows that he does save animosity for countries that say that they are communist, but have more capitalist values. He has said that, "I would rather slit Xingmin's throat and watch him die before Omar got his hands on him!" His opinion on Jürgen Adler is passive-aggressive at best, but he seems to have no quarrel with them, saying that, "If it comes to war against both Russia and Europe, I will show no mercy to either. That said, I do believe Europe is a threat to the Revolution." His opinion on President Steven Freephoenix is, like Europe, passive aggressive, and has gone on record saying that, "Steven is someone who, like Voronov, uses propaganda to his own advantage. While admirable, it pales in comparison to others'." He sees the South American Pact, and its leader, Ramon Cañarte Valverde, as a potential ally, saying, "While I have not met him personally, I can agree with his political decisions and military tactics. He would be an invaluable ally to the New Soviet Union when it arises from the Russian Federation's ashes."
History: Although much of Viktor's early history is unknown, it is known that Viktor Miroslavovich Burov was a conscripted factory worker that fought in the Cyprus Conflict. After the Russian Old Guard disassociated itself with the Russian Federation, Viktor was chosen by the Old Guard to be the leader of a new revolution that would spark the birth of the Eurasian Collectivists.
