This will be divided into 3 areas:
1 - Superweapons
2 - Secondary weapons
3 - Policy on countering Superweapons.
Starting with my favorite faction the USA:
The USA employs advanced laser technology, which is defensive technology that could be used for offensive purposes.
Strengths of the Particle cannon; established years ago as the spiritual successor of the Starwars project.A living enbodyment of americas technological superiorty.The reason why america would never need to use nuclear weapons again after this invention.This ground base fielded engergy weapon directs a beam directly into the atmosphere where it can be reflected onto the americans advanced satalite system to destroy any sort of long range ICBM.The secondary Firemode is what pop culture remembers it for; If situations are dire It can be used to direct the energy that it recived from a ground facility down onto another target.This weakens its tottal strength by half as it has to re-enter the atmosphere.
Even if the technology to hit a target on the ground and leave no longterm damage with the capability of doing so without damaging anything in an unpresented close proximity.Thus other then the mainland Particle cannons are nearly impossible to see unless its on a super carrier like the Spirit of freedom, wich provides mobility to the weapon giving it faster response timme.Something also to bear not even if its highly unlikely; If any satalite deemed hostile is flying above a ground installation, the facility can shoot it down but such an event is as mentioned highly unlikely for using the reflective satalites themselves would be much more simple.
Weaknesses of the Particle cannon:
As stated the weapon is only usefull for targets in space, built for the use of intercepting large threats like ICBM's and so on.Its practiclly helpless agaisnt medium or short range missles such as a scud missle.Adding to that the particle cannon is not a lazer.Thus the longer the distance from the cannon to the satalite reflected the more the delay will increase.A particle cannon shot from LA and reflected to afganistan would take around five hours to hit, making any chance of hiting a mobile target out of the question.Not to mention the energy it takes to reflect and send back down to earth would considerably lower the duration and strength of the beam.

This hulking flying wonder is the two peas in a pod with the particle cannon.Flying above the skys this thing is the nightmare of dug in AApositions.This craft is able to provide electronic countermessures and possibly be armed with electronic warfare equipment on board.Droping all sorts of chaff and heat flares to mess up with any sort of antiair.No guided system can even lock onto it, thus leaving the options of flak or other unguided projectiles agaisnt its countermessures.But what makes this thing a force to be wreckoned with is the lazer it has on its nose.This lazer is able to neutralize using the same american PDL technology in the previous war.Some could say its the same type of lazers of the kingraptors lazers on steroids.For this lazer is able to eliminate the possible threat of medium ranged missles.From tommahawks to scuds to even SA-2 like soviet era launchers rumored to be emplyed under the gla.Something else this craft is capable of is incase of a MIRV launch cannot be averted while reaching its destonation, this lazer has the capability of targeting the dettonaters of the small warheads,neutralizing them to no more then free falling metal rocks with a nuclear core.
This same dense firemode could potentially also be used to defend agaisnt a lone interceptor,targeting its engine but the TMD is an easy target to a squad of interceptors,but hostile rotorwings should still avoid it.

The scud missle is a thing of beuty to the gla, this old but stil viable medium ranged missle is able to come out of the imfamous tunnel networks, launch and go back in before any sort of response is possible.The payloads can change from HE to the many toxic and chemical weapons the gla is producing.Theese missles being medium ranged and considerd crude is actually suffering slight hiccups agaisnt chinas Banshee tanks.Thier ungudied nature gives radar based responsive systems like the protectors less of a window to intercept them.
Scud Storms:The plants called scud storms are a masterpieace of gla engineering.From first glance it seems like a normal launch facility for the already mobile scud missles.Brining up questions why would a mobile ellusive power use such things? First of all it can be equiped with any sort of medium range missle, from grumble rockets to tommahawks.Anything looted can be used,even topls in theory.another thing is this facility has some degree of eletronics to caculate and regulate the range and status of the missles.Allowing for split firing on various areas to prevent the foe ecaping the toxic clouds that'll surround them.Theese facilities always house a crew of crude rocket engineers that outfit the already effective scud rockets with extra boosters.Further increasing thier payload and operational range, not to mention the speed of how fast the scuds are able to re-arm.
Weakness of the scuds and scud storms is that they are both the same type of medium ranged rocket.The ones of the scud storm can be outfitted with boosters to increase range but it is still vunrable to things like the TMD.
GPRS scramber: Giving the gla motto of: you cant kill what you cant see.As hunting down tunnel networks and chasing after terror cells werent bad enought.Theese primative electronic countermessure has the way to disrupt any satalite passing by with various types of waves and appearing as if the area is full of...Nothing.Thus standing armys, waves of tanks could be hidden in plain sight.Immune to most types of intellengce scans from spyplanes to drone flybys by the so called *advanced* hunter killers with thier computing power.
GPRS scramblers weakness: The russian satalites have been outfited agaisnt such types of countermessures after learning the hard way to fight a foe that appeared out of nowhere.With a budget for space being lower then say the united states, they were able to employ a small yet fully equiped satalites with all of the fetures that most american ones did not have individually.Another weakness is the types of detection and countermessures that come with every faction bent on finding the gla.Even if most world leaders think the gla's full force is underground.Its only invisable to the powers that see themselves so high, or they are on the ground in plain sight.Theese scramblers work on renewable energy, thus refraining from any large scale heat signatures or power fluxuations.But days with clouds and no wind may spell doom for everyone after the last generator is out of juice.Theese things is one of the biggest reasons major powers did not and cannot eliminate the gla's standing force and millatary installations back to the stonage.

Superweapons start with the famous Solaris relay.
The first fire mode of thier weapon being a short burst of direct solar energy, shot directly from space to earth creating a short rift or gap in the atmosphere (Probably ozone) for maximum damage.The second firemode is a *cooking* mode; It has a much much larger area, and rather then bursting down energy it rather just eliminates the ozone layer for a spesified area.For lore reasons we will just presume they split it up like mosses did with the red sea so the very foundation of this weapon does not bring us closer to a movie like *The day after tomarrow*
For RP thou this could littarly be used as the russians suggested to change the tempatures in designated areas to an inferno, or could be a reason why its so sunny in england and they're growing tomatoes that best the ones in the americas.Im leaving the area of how precise this thing can be used to the RP community as Im not sure how OP it would be to turn up the heat enough to evapurate the fuel inside tanks,halting them entirely.As they do not share the satalites with Solaris reactors they are indeed just millatary targets.
Secondary weapons:
Euros and thier big guns
1-The howitzers, having short to medium range.Theese guns can rain death from above and be stealthy before its too late.Being a hard target themselves with the camonetting involved, the staff with thier laptops can cordinate with bloodhound helicopters to strike apon targets that are normally out of range.
2-Basicly the same thing as the howitzer but it does not have the avaible staff or electronics to work a battlenetwork like the howitzer positions and does not have a *simple* stealth mechanic.Rather then this they enjoy mobility to strike from diffrent positions each time.Or fire on the go with 75% lower rate of fire on the go providing a wide range of diffrent tactical options to commanders.Keep in mind that cluster munitions are avaible to both of theese targets.
3-The pandora, the Illegal, Illmoral weapon that we hope never to be used on the battlefield.No your children will never forgive you for turning thoose keys.But if this thing doesnt stop them, nothing will.
One thing I should mention before anything is that the pandora has the fewest numbers among all of them and the venom having the luxary of having the most.Along with both venom and manticores techniclly being able to be produced.But the pandora was just an experimental way of sending pods of venoms into space.Venoms were first intraeduced as advanced hazard suits for space missions.This space cannon was an experimental cheaper solution to rockets,space elevator idea or the primative space shuttle that used unreclyable rockets in the early 21st century.But alas War came and the Europeans decided this thing can also be equiped to send a deadly payload from afar.

Policy on countering superweapons: None directly, Morely all european buildings are the toughest, most reinforced in the game.Even if american buildings are able to self repair with little construction drones when its calm.The european buildings all have underground bunkers to store tanks, Infantry and other equipment.(Maybe jets but nothing really that silly)
Incase of a superweapon attack, most buildings are able to be used as shelters to wait out the storm.Unlike the gla however, they do not have tunnels between them as it provides security risks among other things.Plus they usually do not have the equipment to go dig back up into the surface.Thus they maybe trapped for days,weeks,months.Until thier supplies run out, wich the bunkers are generally used for shelters.Usually having living quaters and basic medical supplies and food.Power supply is quite limited underground for they rely heavily on generators from outside sources,thus leading to prolounged use for slower production and maintenence.
European commanders can search for survivors using a special probe mode for molemine layers, able to detect underground structures including tunnel networks in the area.
Chinas explanation is going to be the shortest but that doesnt mean they're the least effective:

ECM disruption:
If somehow the digital warfare front is unable to comply as a last resort kind of messure, the chineese goverement has employed over a thousand dishes spread across the mainland.Its only ability is to disrupt satalite feeds of the targeting computers of superweapons for example solaris relays and particle cannons or the warheads internal computer itself.AS it just disrupts the devices and doesnt neutralize them the project has not seen fit for more development.Disrupted attacks could be negated somewhat random locations rather then the preferd impact.

To the naked eye it may seem like a crude gattling cannon that shoots shells, but you'd be wrong.The Tremor is able to fire and supress areas entirely, disabling anything on the surface from moving less they fall down to the supressive fire from the heavens.This weapon being Medium to long range is an answer to russia not wanting to be as open to using nuclear weapons in smaller or even regional conflicts.One of the specailtys of this superweapon is that is impossible to see it coming, and not in the conventional sense of shells being near impossible to detect on radar.Morely the launch facility, the silo in wich this earthpummeling weapon rises beneath from is impossible to idenitfy.So dont think the buildings your satalite scans or your forward scouts tell you about are actually what they seem.When the Tremor fires, it maybe too late...
Secondary weapons:
TOPOL and the branching field of weapons that follow in its footsteps such as the Yars-M utilizing the best in russian thruster technology.Deliving its payload safely to a mutlitude of targets with Inbuilt MIRV's.Such warheads could be armed from silos near the frontlines or if the operaitonal area is too far, there will always be mobile launchers that are vunrable.Thou both are medium ranged, the tactical warheads installed on theese babys can still be removed if nessary for warning shots or complete decoys to spread the foe out.
Policy on counter superweapons:
ABM's.
Antibalistic missles, Russias answer to the world finding ways to threaten the motherland.From either the sky with the emerging particle cannon system or the next door neighbors solaris relay to the souther nation of china and thier nuclear arsenal.Theese missles can be used both offensively and defensively.Able to be mobilized with strike groups theese missles are easy targets for airstrikes and are quite fragile and should be taken care of.
Theese missles however havelong range but require the supporrt of electronic data fed to them inorder to track and fire thier weapons.Otherwise they're blind as a bat, this also applies to electronic warfare.So keep your countermessures in check commanders.

Quick summary of the worlds nuclear/neutron arsenal:

If all hope is lost and the gprs scrambers have failed, the infidels know where we are.Then the gla can scramble back into the tunnels, destroying any way to chase them off.As most of the milllatary structures thats called *warfactories* from various media outlets are actually vechieal maintence tunnels.The gla is presumed to have civilian repairshops secretly enginner that warmachine, each tank or apc hand crafted, or another theory is underground factories thats fumes and energycosts is always spread thinly across a huge area so it doesnt arrouse suspistion.The gla are known to live underground with all sorts of stolen equipment at the cost of quality of life.As seen in the previous two GWOT after chineese nuclear weapons were launched, the gla would scatter underground and block off the entrence even traping themselves inside to dig up again later and rebuild.
The ECA:
Superweapons start with the famous Solaris relay.
The first fire mode of thier weapon being a short burst of direct solar energy, shot directly from space to earth creating a short rift or gap in the atmosphere (Probably ozone) for maximum damage.The second firemode is a *cooking* mode; It has a much much larger area, and rather then bursting down energy it rather just eliminates the ozone layer for a spesified area.For lore reasons we will just presume they split it up like mosses did with the red sea so the very foundation of this weapon does not bring us closer to a movie like *The day after tomarrow*
For RP thou this could littarly be used as the russians suggested to change the tempatures in designated areas to an inferno, or could be a reason why its so sunny in england and they're growing tomatoes that best the ones in the americas.Im leaving the area of how precise this thing can be used to the RP community as Im not sure how OP it would be to turn up the heat enough to evapurate the fuel inside tanks,halting them entirely.As they do not share the satalites with Solaris reactors they are indeed just millatary targets.

Euros and thier big guns
1-The howitzers, having short to medium range.Theese guns can rain death from above and be stealthy before its too late.Being a hard target themselves with the camonetting involved, the staff with thier laptops can cordinate with bloodhound helicopters to strike apon targets that are normally out of range.
2-Basicly the same thing as the howitzer but it does not have the avaible staff or electronics to work a battlenetwork like the howitzer positions and does not have a *simple* stealth mechanic.Rather then this they enjoy mobility to strike from diffrent positions each time.Or fire on the go with 75% lower rate of fire on the go providing a wide range of diffrent tactical options to commanders.Keep in mind that cluster munitions are avaible to both of theese targets.
3-The pandora, the Illegal, Illmoral weapon that we hope never to be used on the battlefield.No your children will never forgive you for turning thoose keys.But if this thing doesnt stop them, nothing will.
One thing I should mention before anything is that the pandora has the fewest numbers among all of them and the venom having the luxary of having the most.Along with both venom and manticores techniclly being able to be produced.But the pandora was just an experimental way of sending pods of venoms into space.Venoms were first intraeduced as advanced hazard suits for space missions.This space cannon was an experimental cheaper solution to rockets,space elevator idea or the primative space shuttle that used unreclyable rockets in the early 21st century.But alas War came and the Europeans decided this thing can also be equiped to send a deadly payload from afar.
The pandora is now utilizing the neutron weapondry left behinde and banned by the europeans themselves.(This is how I remember the lore,If Im wrong please notify me) This inhumane weapon is able to kill the pilots of the crew that do not get blown to pieaces by the initial blast.Suggestively with enough care theese new grave yards of steel is eh....Reuseable?
Another use is that the warheads could be sent afar with a special tip to dig itself like a drill into the ground.Arming itself for any possbile yet hopefully avoidable use,It is able to be detonated remotely.Something that the europeans thought through before enlisting this marvel for science into the hatefull act of war is if such a tampering of the mine is detected.Be it taking impact or having the slightest wire cut or changed.The mine suddenly takes a turtle like mode making it invunrable.Yes,the europeans wanting to avoid any unessary radiation or the use of such a weapon agaisnt themselves have built in this system.The chineese abandoning this weapon have also let go of any projects trying to cut off the duration and long term effect of this sort of weapon and its radition.It isnt like the first generation nukes but its still dirty.When the turtle mode is engaged it will cut off contact with any remote location.Only way to bring it out of its mode would be if a high ranking offical of the ECA that has clearence of disarm codes comes and manually disarms them himself.This turtle mode neutralizes them of being any use to anyone, some have reported to dig furiously and be lost under the ground for some unknown reason after entering this state.
Policy on countering superweapons: None directly, Morely all european buildings are the toughest, most reinforced in the game.Even if american buildings are able to self repair with little construction drones when its calm.The european buildings all have underground bunkers to store tanks, Infantry and other equipment.(Maybe jets but nothing really that silly)
Incase of a superweapon attack, most buildings are able to be used as shelters to wait out the storm.Unlike the gla however, they do not have tunnels between them as it provides security risks among other things.Plus they usually do not have the equipment to go dig back up into the surface.Thus they maybe trapped for days,weeks,months.Until thier supplies run out, wich the bunkers are generally used for shelters.Usually having living quaters and basic medical supplies and food.Power supply is quite limited underground for they rely heavily on generators from outside sources,thus leading to prolounged use for slower production and maintenence.
European commanders can search for survivors using a special probe mode for molemine layers, able to detect underground structures including tunnel networks in the area.
Chinas explanation is going to be the shortest but that doesnt mean they're the least effective:
Superweapon:
Nuclear missles, Coming in the forms of ICBM's that are not only the most efficent with the lowest fallout and amazing short term radiation.But packing a bigger punch with nuclear powered engines.Taking notes of the abandoned american Orion project, they are able to push thier missles into space and to thier target at unpresetended speeds.Using short bursts, the chineese technology utilized to reduce any fallout that leaks to a shorter duration.Thus the chineese armed forces nuclear powered ICBM's are harder to track but still able to be shot down with the right equipment.They're the fastest of thier kind,the engines themselves are overkill and add to the impact blast in a chain reaction.They also leave a trail of radiation unlike the other nations counterparts, and are known to be less accurate then thier barely comparable russian counterparts.

Employed from the early 21st century the great firewall is an amazing feet of the chineese goverment.Able to protect themselves from whistleblowers and possible espionage before it can even be a threat.Thus they have an advantage on digital warfare on the defence and offence as noted in the early 2000's when the chineese goverment was able to hack into the pentagon.The place that was seen as impenetrable to the world.Giving the secret police of china a reputation to be feared.As they were fabled to have an ear on every wall,listening to everyone.
A brief interduction to the lotus project:
The project started by General Fai after the creation of the great firewall this project is feared among all nations.Other then training and employing many hackers under the watchfull eye of the Legendary Black lotus or Super/white lotus as its called by the captured *lotus* agents.The lotus project trains many women on the secrets of digital warfare.Even if theres one group of founding *White* Super lotus'es presumed to be under the numbers of a hundred.They are kept under the employ on training more expendable *Black lotus* Agents.

If such a nation decides to attack the Red Dragon of china with so called *super weapons* the chineese response could be from a simple detterant to cut off all power to the region by disabling or overloading the local powersource.To the cordinates imputed to be adjusted on the agressor nations own soil so it can appear to be no more then a malfunction at most.Leaving nearly no trace on how such a thing happend.Utilizing cyber warfare to its highest points they could one day take over drone fleets, turn the skies over europe into an inferno to extinct all life or even turn the nuclear arsenal that the russian armed forces take pride in agaisnt them.Knowing this, nobody would dare start a conflict agaisnt china without taking this into consideration, other then the gla that is....
ECM disruption:
If somehow the digital warfare front is unable to comply as a last resort kind of messure, the chineese goverement has employed over a thousand dishes spread across the mainland.Its only ability is to disrupt satalite feeds of the targeting computers of superweapons for example solaris relays and particle cannons or the warheads internal computer itself.AS it just disrupts the devices and doesnt neutralize them the project has not seen fit for more development.Disrupted attacks could be negated somewhat random locations rather then the preferd impact.
The Russian federation:
Being the masters of rocketry, a tradition brought from the former soviet union.The russian federation has expressed its superiorty and reliance on this technology by employing it on many fields.Also gaining the expertise in orbital or otherwise balistics, all of their warheads from medium range to ICBM's are armed with MIRV's broadening the potential of targets and tottal damage from each missle.
Superweapons:
The russian goverment has employed ICBM's for over a century, starting from the cold war theese warheads have been kept safe,secure and upgraded across the times.Being a must for defence spending unlike the americans aging and somewhat forgotten arsenal.Their rockets are able to hit anywhere from the motherland to the artics without breaking a sweat.This lead in engineering has allowed them to create rockets that are more precise then thier chineese counterparts.Rather then Lightly employing some of the technology the chineese employed and disclosed to the public in an U.N. conferance, years ago to flex thier nuclear muscles.The russians took the friendly advice and sharing of technological details but reversed engineered it.Thoose who striked russia should suffer, and so should the children of such fools.Thier payloads now have a more dense and deadly radiation then the American ones.So they do last more then the american nuclear weapons who have also not been given the treatment or the euopeans hidden neutron arsenal to reduce the fallout.
The Tremor AGAS;
To the naked eye it may seem like a crude gattling cannon that shoots shells, but you'd be wrong.The Tremor is able to fire and supress areas entirely, disabling anything on the surface from moving less they fall down to the supressive fire from the heavens.This weapon being Medium to long range is an answer to russia not wanting to be as open to using nuclear weapons in smaller or even regional conflicts.One of the specailtys of this superweapon is that is impossible to see it coming, and not in the conventional sense of shells being near impossible to detect on radar.Morely the launch facility, the silo in wich this earthpummeling weapon rises beneath from is impossible to idenitfy.So dont think the buildings your satalite scans or your forward scouts tell you about are actually what they seem.When the Tremor fires, it maybe too late...
Secondary weapons:
TOPOL and the branching field of weapons that follow in its footsteps such as the Yars-M utilizing the best in russian thruster technology.Deliving its payload safely to a mutlitude of targets with Inbuilt MIRV's.Such warheads could be armed from silos near the frontlines or if the operaitonal area is too far, there will always be mobile launchers that are vunrable.Thou both are medium ranged, the tactical warheads installed on theese babys can still be removed if nessary for warning shots or complete decoys to spread the foe out.
Policy on counter superweapons:
ABM's.
Antibalistic missles, Russias answer to the world finding ways to threaten the motherland.From either the sky with the emerging particle cannon system or the next door neighbors solaris relay to the souther nation of china and thier nuclear arsenal.Theese missles can be used both offensively and defensively.Able to be mobilized with strike groups theese missles are easy targets for airstrikes and are quite fragile and should be taken care of.
Theese missles however havelong range but require the supporrt of electronic data fed to them inorder to track and fire thier weapons.Otherwise they're blind as a bat, this also applies to electronic warfare.So keep your countermessures in check commanders.
(I couldn't decide if the TMD should be able to stop this missile or not....)
Quick summary of the worlds nuclear/neutron arsenal:
USA: Has an aging nuclear arsenal thats there just to be there, Its old and still has the early 21st century style of warheads thats not awhole lot differnt then the ones used in ww2 in terms of fallout and radiation duration.
ECA:Has a nearly unmentionable small supply of nuclear weapons but unfortunately has access to all of the neutron stockpile that has been left behind from the chineese occupation.These warheads have not received any treatment on reducing their duration or fallout.
China:They have mastered the art of nuclear technology to the point of employing reactors as small as fridges.The newest generation weapons thats in use by the chineese armed forces can be barely noticeable after an amazing(ly silly) short duration.
Russia:They actually reverse engineered chinas style of reducing the radiation and fallout making it last even longer then any of the previously mentioned factions arsenal
GLA:They have nukes? Uh oh...that cant be good...
