Personality :
Strict, cold, and calculated. An ambitious bureaucrat who would much rather find logical solutions than act on instinct or emotion. He works well in most groups, but he prefers working with (and has a general bias for) people who earned their position, rather than people who paid for, or obtained their place through family connections. He is adamantly against all forms of corruption, believing that it is "The root cause in the decline of great nations".
He is also a disbeliever in China's "dystopian-like" surveillance state, saying "No administration can successfully micromanage two billion people, especially not if the people hate the administration".
As a result, he dislikes the majority of the members in the government and the military high command, though he does a good job of hiding this fact from the Party. He has been attributed to saying "General Jin can punch a whining baby but that's where his talents end.", and "Zhang Ping 's real talent lies in how he kisses the Party's butt", but he denies ever saying that.
His opinions on world leaders are generally of a similar tone.
He used to hold the Supreme Commander Jürgen Adler in high regard; however due to recent events, this has changed. He now thinks of him as incompetent. Attributed quote: "He's a soldier, but that's about it. As a world leader, he has no idea what he's doing.". He denies ever saying that statement.
His opinion of the American President John Miller seems to be neutral, but he has been quoted saying "The fact that a world power is being lead by a hillbilly frightens me". He denies that statement.
He likes the new Russian President Dmitry Molchanov , believing that he has much more sense than "the old wanna-be Putin".
He dislikes Ramon Cañarte Valverde , saying that "His political power stems from how much he licks the Army's shoes", though he feverently denies ever saying that.
He hates the GLA leader, Omar Al-Ghazi , and in an off handed remark, said "That GLA leader has no idea how to govern or lead, he's even worse than Dr. Thrax. It's impressive so many people follow a failed chemist who looks like they had one too many lab accidents." He does not deny that statement.
His friends also like to mention his sense of humor.
Though he is optimistic about the future, he is often very dissatisfied with the current state of affairs.
History :
Xingmin Wu was born into a middle-class family in Tangshan, China. He was a good student, and was enrolled in an Economics program in University until 2019, when he was drafted into the military. In the PLA, he served as a logistics officer, getting to know many of the inner workings that go into fighting largescale war. When the war died down in 2028, he retired from the military to pursue politics, gradually climbing the political ladder until 2040, when Cheung Liu appointed him to be his First Premier.
The years from 2020 - 2045 was known by many as the Era of Paranoia, which climaxed when Cheung Liu's administration ruled China with an iron fist, reversing many of the progressive policies implemented by Zhao Wei, back in the late 2010s. As Cheung Liu's Head of Government, Wu witnessed first-hand Liu's destructive domestic and foreign policies, all in the pretext of making China great. Though Wu was firmly against these policies, he was no advocate. He knew how ideological dissent was delt with, and had no intention of becoming a martyr for revolution. Instead, he waited, and worked subtly from the background. His reforms and decisions were mainly economic and scientific, as those drew the least amount of negative attention from the Party. But nonetheless, his policies managed to improve both the basic living standards, and the economic output of both China, and her allies. He built a solid reputation as a strong leader with the right ideas.
Suddenly, in May of 2045, there was an oppertunity. Cheung Liu had a stroke in one of his private office rooms, and was rushed to the nearby hospital. In his absence, Wu convinced the Party to appoint him to be the provisional Head of State, until he recovers. When Liu was pronounced dead two days later, Wu maintained his position, declaring that he was the new Chairman of the CPC, making him the official President of the People's Republic of China. Instead of appointing a First Premier, he made a controversial decision to merge the two offices, and became the Chairman and Premier of the People's Republic of China. He was the undisputed paramount leader of China, ruling over all aspects of his nation.
During his first year of ruling, he implemented a number of economic policies and reforms that drastically improved the living conditions of China, and her allies. He had a policy of 'Collective Strength', and thought that improving the strength of his alliance would in turn improve the strength and influence of China. He also expanded his circle of influence to include Indonesia, and many countries of the former MEC, mainly around the Red Sea. His influence over the Red Sea has caused a significant economic boost, which he used to his advantage to improve energy, electronics, food, and weapons production back at home. He also planned and helped execute several military operations against the Global Liberation Army, including the controversial attack on Cameroon, where several hundred thousand Nigerian and Chinese soldiers were killed by the GLA's new fear toxin bomb. He responded to the controversy with swiftness, using it to his advantage as he arrested and demoted several incompetent members of the high command, as well as his political opponents.

Xingmin Wu is married to Heixue Wu, and has two children, both girls; however since becoming First Premier in 2040, he spent much of his time away from his family. His friends teases him that he was married to China instead of his wife, but this often offends him. He is known to be quite good at Go and in a public interview in 2038, announced that his favorite videogame was "Hearts of Iron V".
