The New Chinese Leader, Wu Xingmin, has put into action his new plan to strengthen and expand China's allies. In a conference speech back in May, he made the statement:
"The previous administration had a much flawed foreign policy. Instead of strengthening and investing in our allies, they took them for granted. They did not realize the potential benefits of having a strong alliance. Now, I have made the decision to invest heavily in expanding and strengthening our GAPA and African allies, and I will begin executing our new foreign policy today. We must show the world the greatness of China, through mutual-cooperation and friendship."
Now, the new Chairman has put his plans into action.
Orchestrated by Wu Xingmin's appointed Foreign Minister, Mang Yu, the Sino-Allied Plan for Greater Development, also known as the Allied Development Plan, has the objective of industrializing and modernizing the undeveloped states within the Greater Asian People's Alliance, as well as its allies and protectorates in Africa. The plan comes in two main parts: economic and military.
The Sino-Allied Plan for Greater Economic Development comes in three stages:
Stage 1 - Political and Economic Stabilization
- The People's Liberation Army, as well as the Foreign Ministry will aid in the establishment of a politically stable climate. This may include the elimination of de-stabilizing factions within the country, as well as armed rebellion groups and possible GLA insurgencies. In order for an economy to develop, it must have a safe and secure climate.
Stage 2 - Economic Industrialization
- This involves the rapid switch from an agrarian economy to an industrial economy, similar to Stalin's Five Year Plan. The resources needed for this switch will be provided by China and other more developed GAPA countries.
Stage 3 - Economic Modernization
- This involves the modernization of industry and agriculture, as well as moving the economy forwards to include a proportionately larger service and tourist section. This will be the final and slowest process.
The Sino-Allied Plan for a Modernized Military has several components:
- The selling, leasing, and gifting of modern Chinese equipment
- A joint Sino-Allied training program to train the soldiers of the GAPA
- The formation of Combined Rapid Response Units, who has access to Chinese naval firepower and logistics upon request
- A staff of Chinese Military Advisers to guide the nations of the GAPA in the right direction
As the first two months of his administration goes by, we begin to see major changes and events in China's alliance, as the new Chairman executes his plans. A few days ago, Wu Xingmin took the world by surprise with his drastic political overhaul of the Chinese West-African protectorates. In his announcement, he said quote:
"The nations of Africa have suffered greatly at the hands of European colonial powers, and we still see the results of it today. Many internal conflicts still occur in Africa as a result of the arbitrarily drawn borders that separated and combined different ethnicities. There was a long history of majorities oppressing minorities, minorities oppressing majorities, indecision due to the uncooperativeness among ethnic groups, as well as civil war and internally-fueled violence. Starting today, China will lead the way in reshaping Africa as we know it."
Reshaping Africa
As of last Monday, the three West-African Nations of the Sino-WestAfrican Co-operation Agreement have been officially dismantled by the new Chinese Chairman Xingmin Wu as part of his new policy of "African Political Stabilization". The Togolese Republic, the Republic of Benin, and the Federal Republic of Nigeria, were all part of the Sino-WestAfrican Pact. As of today, however, they have all been dissolved. In their place is the new Nigerian Federation, a union of 16 different ethnic states, with their borders drawn on ethno-linguistic boundaries.
The government system and structure of this new Federation has been completely redone. This massive change in the political system of the three nations was perfectly timed for the respective nation's elections. As of election day, the Presidents of the three countries now have to compete with one another on top of their own nation's political runner-ups for the spot as the President of the Nigerian Federation. Once the new president has been elected, and the Senate seats have been taken up by different parties, state elections will be held next. County and city boundaries remain unchanged, other than the fact that they belong to new states.
The militaries of the three different nations are now combined into a single military entity, known as the Federation Defence Forces. Each constituent state of the Federation will have it's own police and emergency response units, however they are prohibited from forming their own army or militia. Paramilitary units within the Federation will be under the control and management of the Federal Government.
The FDF will have its own Naval, Air, and Army branches. It will also have its own Counter-Terrorism unit, trained to deal with terrorists, both domestic and foreign. It will mainly be armed with Chinese equipment, however the government will also be given the freedom to buy from foreign weapons contractors approved by the Chinese Communist Party, including major ones from Europe, Russia, and the United States.
Chairman Wu hopes that with this change will bring about more peace and stability in the nations of West Africa. With these autonomous constituent states, the different ethnic groups can now govern themselves fairly and without worry of different ethnic or religious groups bearing down on them. He also believes that with a united military force, the nations of West Africa can better defend themselves from the GLA threat.

The People's Republic of China has started a new campaign of friendship towards the Republic of Indonesia. The Chinese Leader, Wu XingMin has set his eyes on Indonesia since the start of his days in office two months earlier. Since then, dozens trade deals and co-operation agreements have been signed between the two nations. China is also investing in several large Thorium Reactors in the island of Java, where they will provide enough safe and sustainable energy for most of their urban population.
Two days ago, the Chinese Leader visited the Indonesian President in their capital, Jakarta, where they signed a Mutual-Defence Pact. Wu hopes that this pact will be the next step in incorporating Indonesia into the Greater Asian Peoples' Alliance.
