Now as you know ECA's content failed to be recovered....

Other then rules I think we should stop and restart the roleplay from square one.....

I need to think over this more to give exact details but I feel bad for ECA loosing the most so Im trying to find a way to fix it

I don't see the point. And besides, it would be unfair to the other factions. Basicaly you're suggesting to remedy one part and damage four other parts instead of it being the other way around.
ECA lost their stuff, but we all lost something. I don't know what they had made in tha past, but based on the roleplay events that tok place, they were tok by surprise most of the time.
