"Да, я друг Дмитрия, но мой долг Президенту Российской Федерации, а не к одному человеку. В то время как я, возможно, несколько штрихов в политике, я военный человек, как мой отец, и служат только Вооруженные Силы России и президент. [Yes, I am a friend to Dmitry, but my duty is to the President of the Russian Federation, not to a single man. While I may have a few strokes in politics, I am a military man like my father, and serve only the Russian Armed Forces and the President.]" - Army General Sergei Ourumov of the Russian Armed Forces answering to controversy surrounding his friendship with President Dmitry Molchanov

Nationality: Belorussian, serves the Russian Federation
Personality: Sergei Ourumov is a sly, opportunistic, and clever problem-solver. He likes to think outside the box, and is known for having an 'ace up his sleeve' in many difficult situations. He loves to problem solve, and often gets excited when a challenge is presented to him. He is also an advocate for science and technology, praising the likes of Colonel Nikita Aleksandr in their advances in military technology. Much like his President, he is a man of reason, and prefers peace, even as a military officer. While he is more of a military man, and has stated this on multiple occasions, he also does involve himself in politics, and loves participating in political discussions on foreign policy and geopolitical problems. He often influences the decisions of the President, due to their friendship, on the military and how to better utilize it, and many give him the nickname "The Peoples' General," similarly to Dmitry's own nickname of the "Peoples' President."
History: Born January 15th, 1981 in Vitebsk (Soviet Union - Belarus - Russian Federation), Sergei Arkadyevich Ourumov was the oldest of two brothers that came from the family of legendary Russian general, Arkady Grigorovich Ourumov. His father was a commander of a Space Division of the Russian Federation, and was killed in action in 1995 by the meddling of an agent of a foreign intelligence agency when Sergei was only 14. Wanting to follow in his father's footsteps, Sergei and his brother, Alexei Kuzma Ourumov, joined the Moscow Military Academy in 1999 and graduated as a Junior Officer. Over the years, he rose through the ranks, and in 2023, he experienced his first bouts of combat when he volunteered his skills as an officer to fight for the Kazakh resistance against the GLA as a Major. Unfortunately, his brother perished in the conflict as well, leaving him as his father's only remaining son. In 2036, he was promoted to Field Marshal of the Belorussian Army. Shortly afterwards, he obtained a position as Chief of the Army.
In 2037, Belarus held a referendum, and officially became a Republic of the Russian Federation. The forces he was commanding were merged with that of the Russian Federation, and his general staff was intermingled with that of the Russian Army, where he made a lot of new friends and connections. Most importantly, this is when he would begin working with Prime Minister Dmitry Molchanov and President Andrey Voronov on matters revolving around the Russian military, including the recent Russian military reforms that would help Russia be able to spread its influence that much more predominantly. While he and Andrey had similar desires for Russia, he and Dmitry would eventually become very close friends, often promoting and helping one another out in times of need, and entrusting each other with important tasks, jobs, and information. In 2040, Ourumov publicly endorsed Molchanov for President of the Russian Federation. While he kept his position as an Army General, he was promoted to Chief of General Staff nearly directly after the election of President Molchanov, where he would help in Dmitry's endeavors to phase out strategic nuclear weaponry and allocate more funding to the civil departments of the Russian government. In 2044, he was also given a Marshal's Star for when and if war would break out due to troubles arising about the recent heatwave in Russia and worsening relations between Russia, China, and the NAU. In 2045, Ourumov was further given a promotion as the commanding officer of both the RKhB [Nuclear-Chemical-Biological] Troops and the VKO [All-Climate Operations] Corps.
