Alright. Considering the declaration of war against the GLA, I have been given permission to use a stratagem against the GLA that would seem incredibly controversial at first. This is mainly between Russia and the GLA. Other nations can join the conflict, but must pick either the GLA or Russia as a side. Now for the proposal. The African Scorched Earth Stratagem, or Operations: Black Sunrise and Sunset, is a set of operations that will, I repeat, WILL cripple or even destroy the GLA for probably the entirety of the RP if it lasts less than a decade. The stratagem is simple: enact a scorched earth policy on Terra Nullius (a military strategy of burning or destroying buildings, crops, or other resources that might be of use to an enemy force, whether a group is in retreat or preparing to assault its opposition). The strategy will utilize lots of superweapon and WMD usage (FOABs, Russian nuclear weapons, and the Kurmuk Advanced Grand Artillery System), which will immensely cripple or completely destroy any GLA forces above ground. I am allowing a maximum of 2-3 GLA-strength divisions to have survived the first operation (Operation: Black Sunrise) underground, where Russia will send 3-4 divisions in to do combat with remaining GLA forces after the scorched earth policy has concluded. Civilian casualties will be in hundreds of millions, possibly over a billion, and the GLA will be immensely crippled, but this is supposed to be an attempt by Dmitry to do right by Russia by eliminating the terrorist threat in Terra Nullius at any cost in order to try and minimize the amount of casualties from the Russian military, as well as any other participating nations. Radiation will play a huge factor in how armies manage out in the desolate areas of the ruins of Terra Nullius. While the GLA will be able to participate with generally negligible effects in areas that are affected by nuclear bombardment, Russian forces must first liquidate and scrub the regions as they did in the Chernobyl Exclusion Zone, 1986.
As Rohan has stated to me in my operation plan, this is a Russia-GLA conflict. The GLA and Russia are the major players in this, as Chinese forces, as far as I know of, are not present in the Zone, nor are any American or European forces. As a result, if the other nations want to join the conflict, they must pick either the GLA or Russian sides. Any political fallout or similar will be saved until after the conflict has been concluded. Victory is achieved if one of the following conditions are met for each side.
The Russian Federation & Company- The Russian Armed Forces that will be present in the region capable of finishing all stages of their operations without any hindrance (scorched earth plus cleanup and death squad spreadout across Terra Nullius). This includes having victory in all major battles that will occur afterwards.
- The Russian Armed Forces are able to destroy the major GLA "tunnel hubs" across Terra Nullius. Rohan will announce when a Russian force has come across a GLA tunnel hub.
- The Russian Armed Forces are able to destroy all remaining GLA forces, therefore causing the GLA to become a destroyed faction for the remainder of the roleplay. Only GLA sub-factions will remain afterwards, even that must be confirmed by Rohan to be alright.
The Global Liberation Army & Company
- The Global Liberation Army remnants are capable of hindering or stopping any of the Russian Armed Forces' cleanup efforts. This must be done for 2 months before the Russian Armed Forces automatically retreat.
- The Global Liberation Army remnants are capable of fighting and staving off attacks on tunnel hubs. This includes victories at tunnel hubs, victories close to tunnel hubs, or otherwise.
- The Global Liberation Army remnants are able to destroy all remaining Russian divisional forces in the conflict, therefore causing the conflict to be a defeat on Russia's part, and to allow the Global Liberation Army a chance for recovery.
I believe these victory conditions to be fair, and the ultimate in how the conflict plays out. The GLA will still have its capacity to use generals' powers such as creating an angry mob or an ambush, but powers like anthrax bombs, or superweapons like SCUD storms, will be destroyed in the conflict. Russia will also refrain from using any more SWs or WMDs after the end of the scorched earth policy (no more FOABs, nuclear bombardments, or Tremor A.G.A.S. bombardments).

I am completely against the GLA to cease to exist. It is one of the six major factions and as such you cannot cause it's complete destruction. Here is my reasoning as to why :- Keep in mind that GLA is an organisation unlike the other factions so it doesn't really have a fixed territory or nationality (For example, Russians have the Russian territory, USA has the North American territory and so on). In case of North America, South America, China and Russia dissolving the organisation behind a particular faction is possible (Like how ECA became AEDP) but you cannot remove the faction in it's entirety (You cannot remove the faction Europe from the Roleplay). So when it comes to the defeat of major factions, the victors can only impose reasonable restrictions on the defeated factions (However minor factions can cease to exist if the permission of the creator is obtained). Thus, if a Russian victory happens, then the most that the Russian faction can do is to cause the terrorist activities of GLA to completely stop for a certain period of time namely six months or a year in real time by making a treaty or agreement. The GLA then in order to stay relevant in the roleplay would then have to reconstruct itself into a nation and then can engage in UN meetings and the like. This also solves the Territory problems of GLA. GLA as of now has no fixed territory or capital. The defeat of the GLA would ensure that GLA gets a fixed territory and capital (This would make a conquer the nation plans to be fully laid, as of now GLA would cause problems in such a plan). So a defeat of GLA would cause these things to happen :- - Terrorist activities of the GLA will collapse and terrorist activities will stop operating. - The GLA will get a new leader and a GLA nation will be built. - GLA gets a fixed territory and capital in the continent of Africa. - Terrorist activities however would still continue by Omar Al Ghazi's minor faction. - The GLA might get renamed (This really depends on how the nation building turns out). Moving on this is a good opportunity to test how a full scale war would turn out in this roleplay. So I am in favor of this battle happening if the above point is taken into consideration. However for balance reasons this will be a GLA VS Russia war only. The remaining factions will not be allowed to intervene at all in the war (To prevent the entire thing from becoming a mess). I have received information that the AEDP/Europe members have plans to intervene in this war. To keep this balanced they can either not participate at all or may declare war on both Russia and GLA. So from a 1 VS 1 this will become a 1 VS 1 VS 1. If SAP, China and NAU also want to participate then they will have to make an alliance with either Russia, GLA or the AEDP. You may discuss the alliances here. Keep in mind that alliances have to be balanced in order to work so someone will have to ally with the GLA. If by chance things do get messed up, the messed up parts can simply be archived and made unofficial. Anyways the final decision will go to Abdul-Al Rashid, the leader of the GLA Faction whether he wants the GLA to be constructed into a nation or he wants a weakened GLA on a GLA loss. The rest have been mentioned here so that they can stay up to date with the roleplay and give their faction plans. I think that the entire certainty of this idea should be completely scrapped. It is well within the realms of reality that The GLA can enact some miracle that turns this round into a Russian humiliation. It has already been demonstrated, both in lore regarding the ransacking of continental Europe and the RP efforts enacted by Sayeed and Omar Al-Ghazi in previous rounds of this RP.

It isn't your decision Archie. It is technically the decision of me, Abdul, and Rohan. The GLA may be tough, but I don't think anyone really had the balls or the gall to enact any form of scorched earth policy against the GLA in the first place.

The only reason Russia is going to war is because the conflict between China and the GLA has already started crossing into Russian territory. It was only a matter of time before the GLA could do something in Russian territory. So, the bear awakens earlier than expected.

What is this all about? Didn't China declared war on the GLA? I mentioned an army preperation time of 2 months?
I thought with the fact that army assembling will require time, I could spend that to learn the battle mechanics? So far I am still waiting further progress on that matter.

Well, China did declare war on the GLA, but so did Russia because the conflict in Pyongyang extended that far. That, coupled with other events from the GLA against Russia (supply convoy being attacked on its way to Kurmuk), was the last straw. You can choose either to ally with the GLA or Russia on this one, and considering that the U.N. is having a big conference on Russia's plans in the region, it would be imperative for you to show up. ^^

Well, I really want to have a GLA nation... Now considering the post by naga, I think that is too far fetched, considering that the GLA is a major faction not a minor one, the RP will not be the RP if you remove it from existence. Well, If you like to see the GLA partially destroyed maybe we can agree on fighting until 1/2 of the GLA's unofficial territory is taken and in the process, Abdul is killed/captured, urging the GLA to surrender.
Also the reason why I want the GLA to become a nation is to join one of those UN meetings, I want to join in the fun... Hence why I created Ashraf for a diplomat. Also if the GLA may be renamed I propose the name will be "The Great Republic Of Africa" or GRA for short. Also I too thought that China is going to war, not Russia. I mean seriously, a downed aircraft wakes up the Russian bear?
P.S. I want to be the leader of this new nation, and I want the war to start on the second week of December (+8 GMT)

I think the war will solve some problems concerning the current state of the GLA. The problem is the execution of this war. It should not turn out to be a GLA gangbang. But a free for all will make the entire thing chaotic.
I would like all the faction leaders to discuss and put forward a balanced solution for this war.

I'm fine with a formal GLA surrender, but only if a portion of this scorched earth stratagem goes through. I can understand if the entire stratagem doesn't go through, but I am not putting aside wasted time and effort just to make someone happy that they're not gone. The best I could compromise to is only the first phase: attacking major GLA stronghold capitals and "beginning" the carpeting of Terra Nullius before a formal surrender is accepted BY a diplomatic party sent by the GLA.
