Archibald adjusted his cap as he prepared to make a public announcement. His silence over the past few months had caused many to forget the very existence of The AEDP, however, the revelation of a public statement had thrust the organisation back into the spotlight.
After finishing his adjustments he stepped onto the stage and stood at the podium. The crowd went quiet as they awaited his statement.
"Ladies and gentlemen, The Anglo-European Defence Pact has called this press conference to inform the public and foreign powers of an official policy that is being pursued by us." He began. "It has become apparent that The Russian Federation intends to renew its activities within the African continent. They have stated that their reason is to engage in counter-insurgency operations against The Global Liberation Army."
Archibald paused to let the opening statement sink in before continuing.
"This intent, while admirable, also leads to the very real possibility of Russian influence expanding in the African continent. Due to the fact that they have yet to be the victim of an attack by insurgents, while Europe has been struck twice, one of which is suspected to have been orchestrated by the single most depraved individual known to mankind, and was only foiled after the mass deployment of special forces were able to swiftly resolve the crisis.
It is therefore prudent that The Pact states unequivocally that any attempt to interfere with African affairs will be treated as an act of aggression against the fragile peace and stability that exists in the region at this time. The Anglo-European Defence Pact has every intention of ensuring the pacification of the area colloquially known as The Zone and returning it to a state that is able to be administrated by free, peaceful and democratic governments.
Russia was only able to maintain its present influence in Africa with European intervention. Any attempt to disturb the peace will cause reprisals with the intent being to eject them from the continent completely. Thank you for your time."

President Molchanov was busy sitting at his desk, preparing for the inevitable conflict with the Global Liberation Army in the African Theatre. However, his door was opened by his secretary, who had come to deliver him news on the current state of the world while he was busy. "Dobryy den' Gospodin Prezident, [Good afternoon Mister President.]" he said. Dmitry looked up and smiled at the secretary before ushering him over. "Chto u vas yest' dlya menya segodnya Ivan? [What have you got for me today Ivan?]" The secretary then cleared his throat and pointed to the remote. "My zapisali zayavleniye, sdelannoye Verkhovnym Glavnokomanduyushchim Pakta, anglo-yevropeyskoy oborony v otvet na Vashe ob"yavleniye voyny protiv Global'noy armii osvobozhdeniya. Eto ochen' otnositel'no zayavleniya, i ya dumayu, chto vy dolzhny videt' eto i reagirovat' sootvetstvuyushchim obrazom, Gospodin Prezident. [We recorded the statement made by the Supreme Commander of the Covenant, the Anglo-European defense in response to your declaration of war against the Global Liberation Army. This is a very concerning statement, and I think you need to see it and react accordingly, Mister President.]" Dmitry stopped writing and then took a look to his secretary. Months of silence, and Archie decided to speak, and it was about Dmitry and the Russian government's decision? He then took the remote in his hands and turned on the TV. The TV was already playing the announcement on a loop, and Dmitry sat back and watched, his eye twitching as he listened to the Supreme Commander's words. At the end of it, Dmitry ordered his secretary out of the room and took the card that he was given by Stanford months ago from a drawer at his desk. He stared at the number for a little bit before calling the number on the phone at his desk. He had a few words for "Sir" Archibald Stanford and his threats of war for doing the right thing.

Archibald had retired to his office after the announcement and was eating a chocolate chip muffin with a cup of tea before he heard the phone ring. Placing his snack down onto a plate and swallowing what was already being chewed, he lifted the receiver and placed it against his ear.
"Greetings, President Molchanov. How may I be of service today?"

"What is the meaning of this?" Dmitry asked. He didn't elaborate, as he didn't feel he needed to elaborate on what he meant on "this" was.

"The meaning is a very simple expression of concern and borderline disgust at such reckless and immoral actions you threatened to perform." He replied calmly while spinning his teacup lazily round its saucer. "Do you honestly expect your plan will work? What you will be doing is compounding a problem that is already a festering pustule on the face of peace. Your plan, which is comparable to the insanity of Soviet Russian troops being marched across minefields to clear them, will merely stiffen the resolve of The GLA and possibly cause an surge in support for them as a legitimate movement against neo-imperialist individuals. You will become a poster boy for the GLA, a face to personify what they wish to eradicate from this planet instead of the general 'the west are not very nice people' line they peddle."
Archibald pinched the bridge of his nose and sighed in exasperation.
"So, I reiterate this very clearly." He continued bluntly. "You will engage in no form of aggression into The Zone, otherwise you will incur not only the possibility of military action against your possessions in the African continent, but legal proceedings as well within the laws provided by The International Criminal Court regarding the rules of warfare."

"How dare you! You cannot, and I repeat, will not tell me what the Russian Federation can and cannot do! If you truly wanted these terrorists gone, you would have done something about it already, but no. You are content to let them fester and grow in a piece of territory that was already deemed unsuitable for the formation of a legitimate government, rather than actually do something about it!" Dmitry acidly retorted. However, he then sighed and cleared his throat. "Nonetheless, war is not something I look forward to in regards to the AEDP, despite the contrary stating otherwise. Therefore, I would like to host a military conference between you and the man in charge of the operations in the African theatre: General Ourumov. If anything, we can start cooperative efforts against the GLA in the African theatre, or you can stay out of the way of our operations since I am not threatening your backers' sovereignty, nor do I have the intention to do so."

"I have every right to tell you without any regard for social courtesy that what you intend to do is illegal." He stated. "You may not hold me in a high regard due to the fact that the organisation I command does not pledge allegiance to a government, but I am still bound by the rules of war as a matter of honour as an officer, a bound that you are also required to follow as an elected leader of a nation. As for your suggestion for a military conference, I will only accept that if you disclose all of your plans regarding The Zone in a closed session at The UN with all world leaders in attendance."

Dmitry sighed before looking to his paperwork once more. However, in order to deal with the GLA threat in full, he had to have support behind him, and not just from his own General's staff. "Bring all of your military leaders to this conference then. I will bring my Chief of General Staff and Prime Minister Voronov to disclose with you and the people my intentions in the Zone. However, know that I am only agreeing to your conditions because I, as Russia's leader, would prefer there not to be conflict between your organization and me." Dmitry then slammed the phone down on the receiver, hanging up very quickly. In anger, he decided to leave his paperwork for now and find something else to do, muttering obscenities and curses about the AEDP and how it could even have the gall to try and enforce laws on his country when it technically did not have to abide by them itself.
